Our client Oregon National Guard Service Member and Family Support (SMFS) Directorate has a requirement for contractor support to manage all aspects of a Reserve Component Employment and Education Outreach program designed to identify Service Members, Veterans, and their Families eligible for support and provide them with information on available benefits and connect them with sources of support/services.



  • The Project Manager shall perform all functions necessary to develop and implement programs to identify and support the employment and educational needs of Service Members and Family Members.
  • Contractor shall also inform and educate them on improving program effectiveness and offerings.
  • Special emphasis is on gathering information on effectiveness of the program to include trend analysis, needs assessment surveys, and summary reports

Required Skills:

  • Bachelors degree or demonstrated practical experience in the area(s) of expertise required by the technical specifications, as well as a demonstrated capability in program / project coordination applications with two years' experience.
  • Possess knowledge directly related to the requirements as they relate to the Reserve Components
  • In addition, the Project Manager must have team lead or management experience.

The general management of business operations including; contract management and development, ensuring that the daily production work scheduled for assigned landscape and grounds maintenance sites is completed in accordance with contract specifications and all applicable rules and regulations. Knowledge: Two (2) year degree in business management, Horticulture, or related field, with three (3) years of work in the landscape maintenance industry. Two (2) years of experience must have been in a position that included contract bidding and supervisory and training responsibilities. Additional experience may be substituted for educational requirements. Must have or be willing to complete within the first 3 months of employment, commercial herbicide and pesticide spray license. Must have current Oregon Driver's License, acceptable driving record, and the ability to operate a variety of work-related vehicles, including vans and pickups, while pulling a trailer. Must have competence in Microsoft office suite. Skill & Effort: Requires the continuous, effective and professional use of interpersonal relationship, communication and organizational skills. Must be able to initiate and maintain positive relationships with all stakeholders. Understands and complies with all program requirements. Pursues and procures additional contracts, assuring competitive bidding strategies are utilized. Requires excellent oral and written communication skills, as this position regularly communicates inside and outside the organization to exchange ideas and gather information.
