Interviews user of easy to medium complexity programs/systems to support the evaluation of technical solutions which could be included in specifications and functional narratives; ensuring the appropriate application of processing logic to satisfy business requirements to be addressed in approved projects.
May be asked to provide direction for Programmers and/or Co-op Students in support of day-to-day activities and/or project assignments as necessary.
Reviews assigned tasks, in order to make appropriate adjustments to enhance project delivery or processing efficiencies.
Interprets department standards when assisting more junior staff members or while working in unfamiliar areas.
Develops/designs computer processes and programs, which are easy to moderate; using authorized languages and following departmental standards and procedures.
Develops test plans and performs comprehensive life cycle testing, which may include provisions for archive, retrieval and disaster recovery considerations, on programs and processes written; and provides test results to supervisor for review prior to production turnover.
Plans and/or monitors production implementation/turnover of programs/systems, up to and including those of medium complexity, to ensure continuity of service.
Prepares, monitors, and updates program, system, user, and production documentation in accordance with departmental standards.
Participates in technical walkthroughs to provide a better understanding of the functional design and efficiency considerations of changes to, or development of, new computer applications/systems.
Performs maintenance support for either internally developed or vendor supplied (including proprietary software) applications programs/systems.
Trains less experienced staff members, and others, on computer application considerations (both technical and procedural), including those involving moderate complexity issues.
Provides consulting and system support in specific application areas, as needed by associated users and/or as directed by supervisor.
Estimates project impact, effort and time requirements associated with project tasking for, and at the direction of, the Supervisor.
Supports and enhances portions of systems development activities which are assigned.
Plans own activities, within easy projects, and may plan for the activities of others within medium projects which require participation for up to one year.
Works from established schedules negotiated with supervisor.
Follows department policies, procedures, and guidelines which have been established or agreed to by management.
Tracks the progress of all tasks, within area of responsibility, coincident with established schedules, ensuring management's awareness of needed adjustments/project statuses.
Follows prescribed standards for all applicable activities.
Contributes to, and conducts, training programs for others on issues up to medium level complexity.
Document work related activities.
Prepares for the next level of advancement by refining capabilities in team building, span of control, project management and reporting.
Performs other related duties upon request.
A Bachelor's degree in business or a computer related discipline is required.
The incumbent will typically have two years' experience in information technology, two of which must be as a programmer.
Must be knowledgeable of all processes involved in Systems Analysis and Programming, including design factors, hardware and software requirements, systems facilities, control procedures, and have participated in system installations. Has demonstrated technical proficiency in the development, implementation, and maintenance of easy to medium complexity systems gained through exposure to all aspects of programming and analysis. Must have good communication skills. Must be capable of resolving time critical program problems efficiently to prevent disruption of production schedules for information delivery to other Cooperative departments. Must be capable of designing easy to medium program/system specifications and coding programs that will ensure integrity of the system consistent with user requirements.
Must have following SharePoint Developer skills:
Ability to develop innovative technical solutions with The Microsoft Development Platform (VB.NET/C#), ASP.NET, SQL Server, SSIS, and SharePoint).
Experience building solutions with Microsoft SharePoint sites and workflows.
Experience with Windows PowerShell scripting.
Experience building solutions with Microsoft SQL Server, SQL Server Integrations Services.
Experience building solutions with Microsoft .NET Framework.
Experience with REST/SOAP/XML/JSON based web services.
Must be capable of working extra hours and/or weekends, when necessary, to complete task assignments on time. May be required to be available on a 24-hour basis in the event of a production job malfunction which requires programmer assistance. Must be able to travel for specialized training and/or job assignments. Occasional visits to all areas of the plant sites may be required.
