Position Purpose

For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.

Minimum Qualifications

EDUCATION:

  • Bachelor's degree or higher in an engineering, mathematics, computer science, accounting, or business related field.

EXPERIENCE:

  • Four (4) years of experience in systems analysis, software or computer programming.

OTHER REQUIREMENTS:

  • No felony or class A misdemeanor convictions.

  • No class B misdemeanor convictions within the last ten (10) years.

  • No family violence convictions.

  • Cannot currently be on deferred adjudication for any felony, class A misdemeanor or class B misdemeanor charge.

  • Subject to overtime, nights, and/or weekend shifts.

KNOWLEDGE, SKILLS, ABILITIES:

  • Effective oral and written communication skills and strong analytical skills required.

EQUIVALENCIES:

  • High school or GED plus eight (8) years of the required experience will meet the education and experience requirements.

  • An associate's degree in any field plus six (6) years of the required experience will meet the education and experience requirements.

  • A bachelor's degree or higher in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements.

PREFERENCES:

  • Experience with on-line analytical processing and data mining as a lead programmer, project leader, or supervisor is highly desirable.

  • Project management skills are a plus.

Database Project Management: Selected Candidate will have knowledge of implementing Oracle databases in either Unix or Windows environment.

Additional administration and/or programming functions will include tuning, creating stored procedures, capacity planning, database security best practices, monitoring and management of database tools. Experience with Data Warehouse for BI environment is a plus.

Financial Applications: Selected Candidate will work in developing and enforcing standards, procedures, and methodologies that keep business systems operating on schedule and within cost.

Candidate will lead the technical design and development of financial and budget applications in the support of implementations, enhancements, break-fixes, and release upgrades. Build PL/SQL queries and utilize business intelligence tools to provide data analysis for functional teams. Responsible for the operation, development, design, programming, testing, documenting, debugging, and maintenance of new, existing and modifications to existing financial web systems. Bachelor's degree highly desired.

HR Applications: Selected candidate will oversee and perform day-to-day administration of the human resources, timekeeping and payroll applications.

Providing technical support to users and managing system resources. Design and code custom applications and modify human resources and payroll applications to meet user's business needs. Installation of Lawson ERP application patches.

Build PL/SQL queries and utilize business intelligence tools to provide data analysis for functional teams. Familiarize local IT with the core application architecture, programming development standards and administrative utilities.

SAP Change Management: Selected Candidate will lead the Change Management process for all SAP changes, including: review of change requests for compliance to policies and procedures, administration of Change Advisory Board meetings, publication of Forward Schedule of Change, training staff on Change Management procedures, contribution to continuous improvement of Change Management and other ITIL-based processes. Experience with Change Management and CMDB in CA Service Desk Manager r12.5 is a plus.

SHAREPOINT Technical Lead: Selected candidate will lead the effort to realize projects requested by customer department, to manage application standards and best practices, and to keep the City current with industry standard app/web /mobile technologies and solutions.

Assume lead role over team of technical staff working on large projects for client departments, including making assignments, monitoring progress, developing their web programming skills, and evaluating job performance to ensure productivity goals are achieved. Responsible for the planning, administration, operation, development, cost analysis, design, programming, testing, documenting, debugging, maintenance, and evaluation of new and existing systems. Ideal candidate has professional experience managing all aspects of SHAREPOINT architecture, administration and application development, identifying strategy and implementation including project management and recommending technology roadmap. Technical skills include C#.NET, Java, Python, ASP.Net, Oracle, MS SQL Server, HTML5, CSS3, and JavaScript.

Technical Lead/Project Management: Selected candidate will lead the effort to realize projects requested by customer department, to manage application standards and best practices, and to keep the City current with industry standard app/web /mobile technologies and solutions.

WebMaster Technical Lead/Project Management: Selected candidate will lead the effort to realize non routine web projects requested by City departments, to manage web standards and best practices, and to keep the City current with industry standard web technologies and solutions.

Assume lead role over team of web designers working on large web projects for client departments, including making assignments, monitoring progress, developing their web programming skills, and evaluating job performance to ensure productivity goals are achieved. Responsible for the planning, administration, operation, development, cost analysis, design, programming, testing, documenting, debugging, maintenance, and evaluation of new web solutions, existing web solutions and modifications to existing web systems. Ideal candidate has professional experience managing all aspects of Web site strategy and implementation including front-end, back-end, content management systems, community functions, SEO, traffic analysis, project management, and technology roadmap. Experience with Oracle Universal Content Management (UCM) is a plus.
