he Mission of the Department of Public Instruction: 

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The North Carolina Department of Public Instruction is seeking applicants for a Budget Analyst II (Working Title: Program/Fiscal Analyst) for our Division of School Business.

The School Business is responsible for five sections: Reporting (5) and Analysis (6 staff) Monitoring and Compliance (5 staff) School Allotments (5 staff) and Program Support/Special Projects (8 staff). Overall, this area services the entire agency, the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Governor's Office, the General Assembly, and the taxpayers of North Carolina.

It has the oversight of over $9.5 billion in State dollars, $7 billion of federal funds, $2.5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc. This division is responsible for the State Public School Fund Budget, the allocations of funding to Public School Units and nonprofits; collecting and accounting for the expenditures; the monitoring and compliance of the use of the funds; the analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school salary, allotments of State and Federal funds and Student accounting.

The primary purpose of this position is to provide fiscal analysis and budget analysis related to the use, allocation and execution of the various areas of specific program support funding received under the USED (Federal grants) and the State Public School Fund and other State appropriations for the Public School Units.  This position will assist in monitoring the execution of the agency's budgets, both for funding allotted to Public School Units and utilized for State-level activities by NCDPI; work with program staff to collect and maintain financial and other records related to spending and program implementation by NCDPI; facilitate audits and other reviews of PSU spending; assist in designing and implementing new grant management structures to ensure efficient management of the federal and state grant portfolio; ensure timely and orderly close out of individual grants when funding expires; and assist with other projects and tasks related to PSU funding as needed. The position also consults with and provides assistance to division and agency personnel, PSU finance officers/directors, LEA superintendents, and PSU program personnel.

The Analyst is a key professional financial analyst position which requires the person to work closely with all levels of management within the agency in analyzing requirements and expenditures, and determining and providing detailed data, analysis, and recommendations for management action at the highest levels in the department. Because this position is crucial in the monitoring and effective resource management of public school funds, this position operates under strict and demanding deadlines. It is imperative that these deadlines are met, thus overtime hours may be required.

  • Demonstrated experience with Microsoft Office Suite product, and/or financial systems.

  • Demonstrated experience in analyzing data.

  • Demonstrated experience in written communication such as Standard Operating Processes (SOP) and/or, Reports, and/or Manuals.

Bachelor's degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting; or an equivalent combination of education and experience.
