The National Institutes of Health (NIH) Office of Research Services (ORS) provides responsive and dependable support to the NIH research mission by planning, directing, and delivering scientific and regulatory activities, as well as public safety and security services to enrich the NIH community. Within ORS, the Office of Security and Emergency Response (SER) is responsible for maintaining a safe work environment for NIH visitors, employees, and facilities. SER implements many safety, security, and emergency services driven by federal mandates and regulations. Residing within SER, the NIH Defensive Counterintelligence (DCI) and Insider Threat (InTh) Program oversees and manages DCI/InTh information integration, analysis, and response activities. This includes coordination with the HHS Office of National Security (ONS) and managing compliance activities related to the HHS Foreign National Access Management Policy (FNAMP) mandate.

Overview:

We are seeking highly motivated Program Support Specialists to provide professional services for the NIH DCI/InTh Program. This role will support programmatic activities associated with FNAMP and provide NIH-wide services for support desk functions. The specialists will also implement new policies and procedures related to the Visitor Access Management Initiative (VAMI), offering daily operational support for HHS FNAMP and enhancing the program's compliance and efficiency.

Location:

(Hybrid) NIH Main Campus, Bethesda, MD with flexibility for local remote schedule as allowed and approved by the government. Current residence must be commutable to NIH Main Campus.

Key Responsibilities:

Project Management and Analytical Support:

  • Provide support for management activities, including visitor forecasting, supply/demand analysis, and surge analysis.

  • Collaborate with the Contracting Officers Representative (COR) to develop metrics and reporting.

  • Support visitor help desk traffic management and data warehousing.

  • Identify resource burdens and specific areas for improvement in collaboration with the COR.

  • Develop and implement program operations, including prioritizing needs based on mission and setting timeframes/milestones.

  • Plan and facilitate work sessions as requested by the COR.

Program Planning and Management Services:

  • Correspond with NIH customers (e.g., hosts, escorts, requestors) to resolve issues with incomplete visit request submissions.

  • Provide day-to-day functional support for the visitor access service desk, including answering phones, responding to email inquiries, and offering tier 1 customer technical support.

  • Deliver high levels of customer service to NIH customers, demonstrating courtesy and efficiency at all times.

  • Coordinate and collaborate with HHS ONS staff for issue resolution.

  • Track and monitor visitor access requests submitted via the NIH Visitor Management System.

  • Guide NIH authorized personnel on all aspects of the visitor access processes.

  • Provide training as needed to other NIH authorized personnel on the operation and usage of the Visitor Management System.

  • Perform coordination/liaison activities with internal NIH components and external HHS components for pre-registration processes.

Required:

  • Education: MA/MS desired; a minimum of a Bachelors Degree.

  • Experience: No less than 2 years of relevant experience

  • Clearance: US Citizenship and complete and clear Public Trust (Tier 2) background investigation.

  • Proven experience in analytical support and project management..

  • Strong customer service skills and experience in a support environment.

  • Ability to collaborate effectively with various stakeholders, including NIH and HHS staff.

  • Solid communication skills, both written and verbal.

  • Strong organizational and multitasking abilities.

  • Familiarity with federal mandates and regulations related to security
