The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: http://www.bsee.gov/This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Human Resources Division, in Sterling, VA. The incumbent of this position will be responsible for providing clerical and technical support in human resources management.

At the full performance level (GS-05) the major duties of this position include but are not limited to the following:

1.The incumbent of this position is responsible for providing clerical and technical support in the Processing Unit of the Benefits and Support Branch.

2.Primary responsibilities include scanning, uploading and indexing documents in Electronic Official Personnel Folder (eOPF); validating documents in eOPF; requesting and transferring out eOPFs/OPF; calculating service computation dates; creating EOD and separation packages; etc.

3.Assists HR Specialists with special projects related to any areas of HR management including classification, staffing, employee relations, benefits open season, new employee orientation, awards, reports, records maintenance, FOIA requests, etc.

4.Assumes primary responsibility role for maintaining personnel records accurately and in accordance with Office of Personnel Management (OPM) and General Services Administration (GSA) record keeping regulations.

5.Utilizes latest office automation tools to prepare a variety of documents such as position descriptions, letters, memos, correspondence, reports, logs, spreadsheets and power point presentations.

Salary Range Information:

GS-05: $45,146 (Step 1) -$58,686 (Step 10) per annum.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Telework: The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Work Environment: Work is performed in a typical office setting. Work is primarily sedentary with some physical effort required to transport and organize records and files.

This vacancy is also announced as BSEE-EECC-24-ETA-168(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.Minimum Qualification Requirements:

To qualify for this position, you must meet either (A) Specialized Experience, (B) Education, or (C) Combination of Education and Experience for the grade to which you are applying.

(A) Specialized Experience:

To qualify for the GS-05, you must possess at least one full year of specialized experience equivalent to at least the GS-04 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Answering email and telephone inquiries;

  2. Maintaining hard copy and electronic records;

  3. Organizing and compiling documents for distribution; and

  4. Researching and applying information gathered from regulations, guidance, policies, and/or operating procedures.

(B) Education:

At least four FULL academic years (120 semester hours) beyond high school at an accredited institution.

  • OR-

(C) Combination:

A combination of education and experience that totals 100% of the required specialized experience.

Typing Proficiency: In addition to meeting the qualification requirements for the grade level above, ALL applicants must show possession of 40 words per minute typing speed.
