This is a developmental position to the full performance level, Program Support Assistant,

GS-0303-06 / 07. This position is in the Pathology & Laboratory Medicine Service (PLMS) and will report to the Administrative Office. The incumbent supports administrative and other clinical staff that serve PLMS. The Program Support Assistant will assist the Chief to fulfill the missions of this complex service, with its administrative programs.

Duties

Duties include, but may not be limited to the following:

  • will be trained in entry level processes of purchase program management. purchase card policies and procedures, inventory, and warranty tracking.
  • achieve a Contract Officer Representative level one certificate within one year.
  • monitor bids and contractor's performance to ensure compliance with governmental policies and regulations.
  • learn data monitoring processes by being provided training on VISTA/CPRS, VSSC, VATAS, etc. under supervision to learn what reports and data are utilized by the service and the data will be closely reviewed for accuracy and thoroughness at this level.

Upon promotion to GS 7 potential employee should be able to complete the following:

  • Assists with collecting, compiling, and tracking data or statistical

information in support of the service's operations and to support the submission of accreditation materials.

  • Gathers data and prepares monthly reports for the PLMS committee meetings.

  • Submits data as required by management guidelines.

  • Utilizes multiple systems to monitor activities to assist in determining appropriate referrals.

  • Scans diagnostic results received from outside facilities for cytology and surgical pathology departments into CPRS and enters corresponding reports into VistA.

  • Scans autopsy reports from outside facilities into CRPS and enters corresponding reports into VistA.

  • Audits surgical pathology, cytology, and autopsy reports for completeness; Monitors autopsy cases for TAT compliance.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: In order to qualify for a Program Support Assistant position at the GS-06 level, you must have 1 year of specialized experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting with the coordination of program workflow and the coordination of various duties assigned to organization staff; receiving and reviewing incoming correspondence and determining which staff member should handle the action; scheduling various meetings and following up on assigned actions; and preparing correspondence, reports, graphs/charts, forms, and other office support materials using office automation equipment and appropriate software.

OR,

  • In order to qualify for a Program Support Assistant position at the GS-07 level, you must have 1 year of specialized experience equivalent to at least the GS-06 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: organizing, collecting, and presenting information related to the current and future program/project workload; developing routine plans or schedules using standard references and existing information; composing routine correspondence in own or supervisor's name; providing quality assurance for all incoming and outgoing correspondence; and using software applications to prepare correspondence, reports, charts, and forms. You must have a COR 1 certificate to qualify for GS-7.

Education: Education is not creditable above GS-5 for most positions covered by this standards; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Most of work is performed while seated at a desk for potentially long periods of time, with limited stooping, lifting (less than 50 pounds), bending at files, and walking within the medical center.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
