Program Supervisor I (Switchboard Supervisor) perform routine (journey-level) administrative and supervisory program work. The Switchboard Supervisor is responsible for the overall switchboard operation.

Responsibilities include, but are not limited to, creating shift schedules as well as supervision of Switchboard Operators; acting as the liaison regarding service orders or information requests for removal, installation, and repair of Switchboard and emergency equipment; escort and supervision of contractors; creating specialized reports, tracking information, and other specialized data provided by the Switchboard; oversees ordering all supplies for the department; oversees the campus wide phone directory, including updates, deletions and additions; works as a relief operator during periods of staffing shortages which requires an alternate shift pattern assignment and/or location. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Functions:

Attends work on a regular basis and required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

Supervises and manages assigned staff. Responsibilities include, but are not limited to, reviewing applications, interviewing candidates, selecting and hiring potential employees, scheduling monthly shift schedules and assigning workload, establishing performance measures, evaluating work performance, providing feedback and guidance, recommending staff development and training, recommending personnel and disciplinary actions, scheduling and approving leave, ensuring time is entered appropriately for all employees and that all shifts are covered. Functions as relief operator when the need arises.

Trains Switchboard Operators in their tasks and ensures all equipment is functioning properly.

Notifies the appropriate staff or vendors of requests-repairs when equipment is not operating properly.

Responds to staff requests for emergency services. Documents and monitors the emergency events and supports operators in their task during such events.

Maintains the campus cellular devices, replacement orders, documentation, and inventory.

Oversees orders for all supplies for the Switchboard department. Ensures that supplies are ordered and received.

Performs other duties as assigned. Knowledge Skills Abilities:

Ability to effectively manage, train, and develop employees under supervision.

General knowledge of, or ability to gain knowledge of, Joint Commission/BHS regulations and State Hospital policies and procedures.

Knowledge of Switchboard VOIP or (PBX) equipment.

Skills in communicating effectively both written and oral.

Skills in dealing with the public in a courteous and professional manner.

Ability to teach personnel the proper techniques to provide excellent service to staff, patients, and outside callers.

Ability to organize and coordinate multitasks concurrently.

Ability to prioritize and manage tasks independently.

Ability to maintain confidentiality.

Ability to effectively use automated office systems, equipment, standard computers, and applicable software.

Ability to project a professional image and demeanor consistent with the role and responsibilities of the Switchboard Supervisor.

Registration or Licensure Requirements:

If required to drive a state vehicle, must possess a valid Texas driver license, or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.

Eligible driving record required based on HHSC Fleet Management policy. Initial Selection Criteria:

Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred; experience and education may be substituted for one another.

Experience with emergency equipment and/or provided emergency information services.

Experience managing staff, schedules and leave requests.

Experience with VOIP or PBX equipment, including but not limited to its use, maintenance, problem-solving steps, and training.

Experience in the use of automated computer systems including Microsoft office, Excel, and various other databases. Additional Information:

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, and HHS OIG list of Excluded Individuals/Entities. Males between the ages of 18-25 must be registered with the Selective Service.

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza.

All these diseases are vaccine preventable. Vaccines may be provided. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
