This position is located out of our Hope Center in SE Portland. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m.

The Program Supervisor II is part of Psychiatric Security Review Board (PSRB) clinical leadership team, which provides clinical care and forensic oversight for clients under the jurisdiction of the PSRB. The Program Supervisor provides supervision and oversight of the programs day treatment operations, which provides group treatment and drop in services for approximately seventy clients. The program supervisor directly supervises three QMHA skills trainers and assists the Program Manager with supervision of case management team.

Essential Duties:

  • Oversees the PSRB day treatment program, which provides groups and drop in services for approximately 70 clients. Provides assistance with program development and implementation including how to best utilize telehealth services

  • Provides forensic oversight services; monitors client's engagement with PSRB conditions of release ensuring that clients are following them.

  • Provides clinical services to care for clients, through individual and group therapy and case management. Caseloads of about 4 to 7, and requires meeting with all clients about one hour per week.

  • Oversee UA(Urinary Analysis) program: Monitor and supervise of UA and maintain relationship with Cordant Lab

  • Provides direct supervision: Monitors staff productivity such as Fee for Service (FFS) billing, and provides group and individual supervision to a small group of QMHPs and QMHAs.

  • Community evaluations: Determine if clients from the Oregon State Hospital (OSH) are a suitable for the program by doing clinical interviews and chart reviews

  • Will provide community outreach, driving using a personal or agency vehicle

  • Adhere to compliance, required laws and trainings, safety of property and staff, regulations, I.e. Mandatory abuse reporting laws and HIPPA, fire regulations

  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.

  • Document and maintain clinical records in a manner that assures compliance with all agency policy and procedures and local, state and federal regulations through use of Electronic Health Record System (EHR)

  • Complete annul employee training requirements in order to understand how to conduct ethical work, for professional development, and stay in compliance

  • Perform other duties as assigned.

Qualifications:

  • Must meet the requirements to be credentialed as a Qualified Mental Health Professional (QMHP) through MHACBO. Must have a Master's Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a QMHP as outlined in the Oregon Administrative Rules (OAR). Certification must be current and in compliance with the OAR's.

  • Two years clinical experience post MA degree preferred

  • Advanced risk assessment skills

  • Ability to perform a mental health assessment

  • Advanced knowledge of culturally specific services

  • Knowledge of Trauma Informed Care (TIC), Motivational Interviewing, evidence based practices, and strength based philosophies

  • Understanding of Recovery Model and Illness Management

  • Knowledge of Microsoft Office Suite and basic Excel skills

  • Ability to pass a DMV check; Possess a valid driver's license, three year driving history, and a clean driving record.

  • Ability to maintain confidentiality

Working Conditions:

  • Environmental: The work environment is both in an office setting and out in the community

  • Operating Hours: Work is generally performed during standard daytime hours, between 8:30 am and 5:00 pm, with some potential for flexibility. After hours may be required at times and there is a weekend on-call rotation.

  • Mental: Meal periods and breaks are subject to interruptions; remaining aware is critical to address potentially escalated situations

  • Physical: Requires long periods of being stationary at a desk, ability to move about the workspace, and typing. Requires regular, ongoing ability to make determinations, identify care, data entry and documentation, converse, communicate and exchange information with staff, leaders and community partners, ability to drive. On occasion, may require use of stairs, bending down, lifting (20 to 50 lbs.), and ability to move quickly and maneuver to provide safety to staff and clients in potentially volatile situations.
