Summary:

The Iowa Judicial Branch is seeking candidates for a Program Specialist Senior position. This position will engage in macro-level change through the implementation and management of a statewide transition/reentry program for at-risk youth involved in the juvenile justice system. A key goal of the position is to unify and standardize reentry efforts statewide. Candidates for this position should have system level experience and be willing to travel to all eight judicial districts.

Domicile to be determined by candidate selected. This position is eligible for the option to telework after the initial training period.

Responsibilities:

Provide training, coaching, guidance, and support for Youth Centered Planning Meeting (YCPM) facilitators.

Conduct initial and refresher training.

Assist with the development of JCS transition/reentry policies; ensure they are reviewed annually.

Design tools, resources, and methods for strengthening the JCS transition and reentry program.

Facilitate at minimum meeting quarterly with each of the eight district leadership teams and YCPM agencies to ensure contract requirements are being met, celebrate successes, and create opportunities for growth.

Conduct quality assurance and CQI on YCPMs and other JCS transition/reentry efforts.

Compile transition/reentry data and prepare reports statewide and for the eight judicial districts.

Interpret and apply federal, state, and local legislation codes, regulations, and programs related to reentry/transition, including education, employment, housing, supportive relationships, and health.

Responsible for development, implementation, monitoring and controlling of the reentry/transition program, as well as refining and implementing operations of the program.

Serve as a public face for JCS by interfacing with regulatory, community providers, internal and external stakeholders.

Develop, review and manage performance improvement plans and audits for transition/reentry, as well as follow through with any corrective action plan recommended for the eight judicial districts.

This is a non-merit position with the Iowa Judicial Branch. Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.The incumbent must meet the minimum requirements to qualify for the position.

  1. High school diploma (or high school equivalency diploma).

  2. Six (6) years of experience in the administration, operation, or execution of a program or related experience.

  3. Have a valid driver's license and ability to travel within the State.


Experience may be substituted with related education on the basis that successful completion of thirty (30) semester hours or academic equivalent equals one year of experience.

A Bachelor's degree from an accredited four-year college or university is preferred, with major coursework in criminal justice, human services, or education related field.

Experience working with at-risk your or in juvenile transition/reentry is preferred.

Knowledge, Skills, and Abilities:

Knowledge of the Iowa court system.

Knowledge of learning theory, child welfare within the courts, research and policy.

Knowledge and understanding of working with confidential information on a daily basis.

Ability to use personal computers and software for research, word processing, database input, statistical calculations, and spreadsheets as necessary.

Ability to communicate both verbally and in writing, providing clear, concise information for a variety of audiences.

Ability to work independently with little supervision, demonstrating a high level of initiative and attention to detail and commitment by completing assignments efficiently and on time.

Ability to establish and maintain effective working relationships with various constituents and demonstrate respectful treatment of same without bias regardless of race, sex, age, color, national origin, religion, disability, socio-economic status or circumstances.
