Duties and responsibilities:

The Outreach Coordinator communicates with the full range of external agency stakeholders. Stakeholders include individual members of the public, local community organizations, State and Congressional/legislative committees and staffs, and the news media. The coordinator works with various veteran service organizations (VSO's) to identify sites for Outreach Program events.

The incumbent develops and implements community relations plans for Outreach programs, including the review of State and local plans for impact and effectiveness. Responsible for implementing a variety of complex projects related and unrelated to Outreach as assigned by management.

The employee establishes and maintains relationships with the public, news media, key officials, agency stakeholders, and community groups, as well as veteran service organizations in order to communicate and disseminate Program information, which results in an understanding of the VA's mission and activities, particularly with respect to available health care and enrollment of veterans. Establishes, maintains, and fosters strong working relationships with key officials, including representatives of one or more of the following: Congress/legislators, community groups, VSO's, the news media, or members of the public. Develops and implements plans designed to enhance relationships with the VAMC's stakeholders and to increase effectiveness in communicating Outreach Program goals, priorities, and areas of concern.

The Outreach Coordinator will develop a baseline assessment of community needs that will be structured into a systematic approach on how to work with the various community organizations. At a minimum, the plan will include:

  • Analysis of demographic data, particularly the projected enrollees and current users of VA health care in order to project future healthcare needs.

  • Identification of underserved areas where provision of future VA services would impact the largest number of potential patients.

  • An inventory of existing medical services in our catchment area.

  • Identification of challenges in the coordination of care.

  • Prioritization of objectives for the future, including timelines and accountable parties

Measurement of the Outreach Program's performance is an important goal. The incumbent is responsible for the analysis of data and the use of quality improvement techniques that evaluate outcomes. Provides supervisor and management with information and reports necessary to effectively evaluate Program operations. Compiles recurring and non-recurring reports for the Medical Center, VISN, and VHA as required.

Various tours of duty including evening and weekends are sometimes necessary.

Performs other duties as assigned, normally of a related nature.

Work Schedule: Monday-Friday 8am-4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of management principles and processes; skilled knowledge of the analytical and evaluative methods; techniques for assessing program development and improving organizational effectiveness; skill in fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumber will be required to travel to off-site clinics and affiliated locations as well as community programs and various area communities and VISN offices.
