DISTINGUISHING CHARACTERISTICS OF WORK

Under limited supervision is responsible for a specific area of program planning or implementation/administration which may overlap several grant programs. May be directly responsible to a federal or state liaison officer for employee's area of responsibility. Highly responsible position requiring ability to coordinate activities with various agencies, groups, and/or enterprises.

ESSENTIAL EXAMPLES OF DUTIES

The following illustrates examples of some of the essential duties and responsibilities of the Program Specialist II. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Supervisor.

  • May vary greatly with specific area of responsibility. The range of duties may extend from handling overall responsibilities for an entire program area including research, grant proposal writing, implementation, and administration to serving as labor relations officer with responsibility for including federal contract requirements in all contracts, monitoring compliance, assisting contractor's in meeting reporting requirements, etc.

  • Performs other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of sources and best practices processes for government grant policies and procedures.

  • Knowledge of the principles of general management, public and business administration and their application to governmental administration.

  • Knowledge of research techniques and the sources and availability of current information.

  • Knowledge of basic accounting principles, practices and procedures and their application to grants management.

  • Knowledge of public relations.

  • Knowledge of City government organization and operations.

  • Ability to carry out oral and written instructions.

  • Ability to analyze a variety of administrative problems and make sound recommendations as to their solution.

  • Ability to express ideas clearly, cogently and concisely, orally and in writing.

  • Ability to exercise good judgment and discretion interpreting departmental rules, regulations and procedures.

  • Ability to establish and maintain effective working relationships with other employees, supervisors, departmental officials, other agency officials and the general public.

  • Ability to analyze grant expenditures in relation to grant budgets and furnish detailed information to management and supervisory personnel.

  • Extensive knowledge of standard office practice and procedures.

  • Skill in the use of personal computers and related software such as Microsoft Office applications, especially Excel.

  • Ability to keep detailed office records and to prepare accurate reports from various sources.

  • Ability to perform routine office operations management.

  • Ability to prepare or supervise the preparation of various program related accounting, budget and/or other required reports, accurately and in a timely manner. Ability to demonstrate an awareness and appreciation of the cultural diversity of the community.

PHYSICAL REQUIREMENTS

The following are some of the physical requirements associated with this position. Reasonable accommodation may be made by the City to enable an individual to perform the essential duties/functions of the position.

  • Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.

  • Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.

  • Work is performed indoors within a quiet to moderately noisy environment.

  • Must be able to lift, carry and or push articles weighing up to 20 lbs.

MINIMUM TRAINING AND EXPERIENCE

  • Graduation from an accredited college with a Bachelor's degree or any combination of experience and education totaling four years. OR
  • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
