Under the direction of the Managing Intellectual and Developmental Disability (IDD) Ombudsman, the Program Specialist performs consultative services and technical assistance work in the Office of the Ombudsman. Reviews documents and information received from Provider Investigations.

Assesses and processes Provider Investigations referral information by entry in the HHS Enterprise Administrative Report and Tracking System (HEART) and distribution to IDD Ombudsman team members for investigation. Coordinate and/or escalate issues to the appropriate staff, managing and addressing HCS and TxHmL calls, and prioritizing and logging them in HEART. Work involves preparing comprehensive administrative reports.

Works under general supervision, with limited latitude for the use of initiative and independent judgment. Essential Job Functions:

Receives, processes, and distributes Provider Investigations referrals and other matters involving program information to IDD Ombudsman team members.

Develops routine internal reports and assists in the collection, organization, and preparation of data.

Interprets policies, procedures, rules, regulations, and standards to internal and external stakeholders. Communicates on a complex level with others (internally or externally) to provide, exchange or verify information, and prepare administrative reports.

Maintains current knowledge in assigned area by reviewing literature, attending section meetings, or communicating with IDD Ombudsman team members.

Report to Ombudsman management recurring issues and problem trends that may affect the administration of HHS program management, with recommendations for improvement to include HHS policy/procedure changes, changes to the Texas Administrative Code, or vendor contract changes.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Knowledge Skills Abilities:

Knowledge of long-term care services for people with intellectual and developmental disabilities in Texas, including HCS, TxHmL, LIDDA services.

Knowledge of local, state, and federal laws related to long-term care services for people with intellectual and developmental disabilities.

Ability to effectively communicate orally and in writing with individuals, families, the general public, agency staff and other professionals and nonprofessionals who contact the IDD Ombudsman.

Ability to gather, assemble, analyze, and validate information.

Skill in the use of computer and software applications.

Skill in analyzing and preparing documents, reports and correspondence.

Skill in organizing workloads and setting priorities to carry out assigned tasks in a timely manner.

Ability to work effectively with others. Registration or Licensure Requirements:

Initial Selection Criteria:

Bachelor's Degree from an accredited college or university preferred. Experience with data entry and creating reports.

Experience with long-term care services for people with intellectual and developmental disabilities in Texas, including HCS, TxHmL, LIDDA services. Excellent written communication as observed by detail and completeness of information on the state application. Additional Information:

The posted salary range reflects the minimum and maximum allowable. The offered salary will be determined in accordance with budgetary limits and the requirements of the HHS Human Resources Manual.

Employees will telework 100% from anywhere in Texas consistent with HHS telework policies. Employees are responsible for providing the necessary infrastructure for working at home, including office furnishings (desk, chair, lamps, etc.), and utilities (reliable internet, electricity, telephone). The agency will not reimburse for utilities or any items purchased for use at home, including office supplies, internet service, or maintenance or repair of personally owned equipment.
