The Montgomery County Department of Health and Human Services' Office of Mental Health/Developmental Disabilities/Early Intervention (MH/DD/EI) is committed to promoting a vision of wellness, recovery, and resiliency by contracting for services to support the recovery journeys of its residents who experience mental health challenges.

The Delegate Unit Supervisor is responsible for supervision of Delegates and OSP personnel.  The Delegate Unit Supervisor collaborates with the Manager and Supervisors to develop processes and procedures for implementation of requirements listed in the MHPA and QA activities, for final approval by the Manager.  The Supervisor fields TA requests from system partners, including: law enforcement, first responders, crisis programs, and community hospitals.  The Supervisor follows up on incomplete 302 packets and produces QA reports and preliminary analysis for use by the Manager.  The Supervisor may provide direct delegate services as required, approves back-up county funding requests, and provides consultation to the delegate on complex petition situations, elevating to the Manager as needed.  The Supervisor reports directly to the Manager, and performs other duties as assigned by the Manager, the Crisis & Diversion Director, the Deputy Administrator, and Administrator. The Supervisor may also engage in administrative duties as prescribed by the Manager. This posting is for two (2) positions (day and evening shifts).  The Day Supervisor works weekday day shift hours and the Afterhours Supervisor works weekday evening shift hours (exact hours to be determined on final schedule), and as part of professional development strategies may occasionally require meetings or trainings during weekends or evenings.

  • Assist in implementation and oversight activities of the Mental Health Procedures Act and PA Code 5100 as directed by the Chief Mental Health Delegate;

  • Responsible for oversight and supervision of Delegates;

  • Establish meaningful lines of communication and consultation with system partners, including but not limited to: first responders, hospitals, community mental health providers, schools, and other County partners;

  • In partnership with the Director, engage in data driven outreach and education to first responders, crisis providers, community members, community based hospitals, Emergency Departments, and other mental health providers;

  • Provide supervision and professional development support to direct reports.

  • Serve as lead for managing requests for TA from partners and producing QA reports;

  • Travel to essential providers and work mobile from various locations;

  • Engage in case review with Manager and specified Delegate Staff;

  • Ad hoc reports as needed;

  • Other duties as delegated.

  • Bachelor's Degree; Master's preferred;

  • 5 years of professional experience in the field of mental health;

  • Knowledge of the Mental Health Procedures Act, MH/DD Act, PA Code 5100, and relevant bulletins and case proceedings;

  • Knowledge of modern basic principles and practices of management and supervision;

  • Knowledge of current social, economic and health problems and resources as it relates to mental health;

  • Knowledge of the structure, organization and methods of public and private mental health agencies and institutions.

  • Knowledge of basic principles and methods in working with adults and children with mental health challenges;

  • Knowledge of basic principles and methods in working with adults and children with criminal justice involvement;

  • Knowledge of basic principles and methods to collect, review, analyze data.

  • Ability to analyze and evaluate mental health program plans and operations.

  • Ability to develop and coordinate mental health program plans;                                

  • Ability to provide leadership and establish and maintain working relationships with public and private agencies, community groups, federal state and county officials and agency staff;

  • Ability to plan and direct work of professional staff;

  • Ability to make clear and pertinent statements;

  • Knowledge of basic computers skills including Outlook, Word, Excel, Power Point.
