The Program Specialist I brings strong organizational support, administrative, and professional skills to the Housing and Redevelopment Authority (HRA) team to develop, support, and implement the City's priorities, projects, and initiatives. This position coordinates and carries out the administrative functions for the effective and efficient operation of the HRA, as a division of the Community Development Department.
This position is onsite, Monday-Friday 8am-4:30pm.

Represent the HRA through engagement with both internal and external stakeholders, including HRA programs participants, and inquiries in person, by phone and/or written communications.
Division-wide office support responsibilities, including but not limited to, meeting minutes, office operations including supply ordering, website, managing division email boxes, phones, front counter, etc.
Coordinate and complete administrative projects and tasks by identifying, recommending, and implementing systems; for HRA Board, program staff or otherwise directed by Administrator.
Represent the project/program on multi-department or inter-agency task forces, committees, and related organizations.
Coordinate partnership activities with both external and internal stakeholders that help achieve the goals of the project or program.
Provide leadership in development and delivery of outreach and educational programs and materials.
Coordinate planning, development, and implementation of programs including development of standards, regulations, and appraisal systems.
Oversee the collection and organization of information for reports, case studies, and other documentation related to the project or program managed.
Communicate effectively with the public, City staff, and other agencies ensuring dissemination of complete and accurate information through oral, written and/or in-person interactions.
Participate in developing request for proposals, bids, revision to rules, regulations, ordinances, and other formal documentation for the review and approval of elected officials, and other governing bodies.
Manage and maintain formal monitoring systems to ensure compliance with standards. Manage operational activities of the program or project, including record keeping, computer applications, grantor reporting, etc.
Create, update, coordinate and/or manage marketing materials for HRA programs.
Assist with planning, coordination, and monitoring technical and legal processing of land acquisition and disposition.
Manage properties to ensure they are maintained and secured.
Maintain data appropriately and accurately with ability to report out; be data designee for HRA Division.
Perform other duties as apparent or assigned.

Knowledge of budget development and management.

MINIMUM QUALIFICATIONS
High School Diploma or GED equivalent AND three years of responsible administrative experience
Demonstrates an awareness of, and sensitivity to, the needs and concerns of individuals from different perspectives, cultures, and backgrounds
DESIRABLE QUALIFICATIONS
Project management experience
Three or more years' experience in supporting housing programs, compliance and/or real estate
Additional experience engaging with marginalized communities, including BIPOC, first generation, LGBTQIA+, low income, and disability communities
Bilingual skills in Spanish, Somali, Vietnamese, Cambodian (Khmer), Chinese Mandarin, Arabic, Amharic, Lao, Pashto, Swahili, Russian, Tibetan, Tagalog, Hmong, Portuguese, Oromo, Creolized English, and/or French
SUPERVISION OF OTHERS
This position does not supervise others.
Anticipated Hiring Range: $36.64 - $40.39 Hourly
2024 Full Salary Range: $36.64 - $45.46 Hourly
Full-Time; Non-Exempt; AFSCME Union; Benefits Eligible per Union Contract
