Assists in the development of manuals, guides, job aides, and technology solutions to promote USAID/OFDAs effectiveness, efficiency, and readiness for disaster response. Assists in completing Position Task Book(s) to develop and maintain readiness for international disaster response assignments in Washington, DC and overseas.

Maintains readiness for international deployment at the discretion of USAID/OFDA Responsible Units and the DASP AD or Acting. Participates in the bi-annual Response Management Team rotation, maintaining readiness to serve in the USAID/OFDA operations center to coordinate international disaster response activities on 12 hours notice for a period up to 30 days.

Assists with developing, implementing, coordinating, and evaluating courses within the DART/RMT training curriculum to promote the development of technical, functional, leadership, and communication skills consistent with the USAID/OFDA Competency Framework. Assists in developing work plans.

Assists a program specialist and project manager in scheduling meetings. Influence or persuade managers or other officials to accept and implement findings and recommendations n organizational improvement or program effectiveness issues.

Assists the Assistant Director with coordinating administrative and budgetary activities for the DASP program area. Assists with tracking obligations, expenditures and accruals, and in providing regular reporting to USAID/OFDA and the management and finance staff at FS International Programs.

Assist in the preparation of formal presentations to the agency administrators. Prepare guides, manuals and job aides.

Examples of specialized experience are: implementing routine or procedural elements of a complex disaster management system such as the Incident Command System (ICS), the National Incident Management System (NIMS), and/or the U.S. Governments international analogues to these systems, this includes evaluating well-established procedures or programs for efficiency and economy, applying qualitative and quantitative techniques to identify and resolve issues or problems, assisting in the development of corrective actions or resolutions, working in a team environment to complete portions of projects, and coordinating activities with partners and stakeholders.

For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience are:

Operational or programmatic experience coordinating a complex disaster management system such as the Incident Command System (ICS), the National Incident Management System (NIMS), and/or the U.S. Governments international analogues to these systems, this includes developing disaster response material to promote effectiveness, efficiency and readiness, presenting and coordinating disaster response training, developing and tracking budgets, plans and contracts related to disaster response.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
