The incumbent serves as the Program Analyst for the Community Care program providing direct program analysis and support for this complex unit which is aligned under the Community Care Administration under the Business Office Division, VA Portland Healthcare System (PORHCS).

VA PORHCS's Community Care Administration Division operates a large and complex purchased care program that is directly responsible for authorizing and case management outsourced episodes of care for VA PORHCS.

Responsibilities

Incumbent plans, schedules, and develops projects that improve the effectiveness and efficiency of Community Care Administration operations at the Portland Healthcare System (HCS). In addition, the incumbent develops unique and original data collection process that serve as the primary Choice Program and VA Care in the Community decision making tools for both divisional leadership and hospital executives. The incumbent creates unique reporting tools and performance metrics for senior leadership across the Portland VA Medical Center, based on distinctive needs as determined by the analyst and or executive leadership. These projects and reports are used as a primary resource to determine operational effectiveness, compliance with VA Care in the Community standards, Choice program standards, and for executive budgetary decisions at the Portland Healthcare System.

The incumbent performs qualitative and quantitative analysis for the PORHCS Community Care Administration program, including analysis and evaluation of operational outcomes, measuring program efficacy, and adherence to Community Care national standards. The analyst demonstrates expertise in adapting analytical techniques and evaluation criteria to determine operational effectiveness. In addition, the incumbent recommends operational changes based on his/her findings, enforces quality control standards, and develops new analytical projects when current practices are insufficient. The incumbent processes expertise in data retrieval, data analytics, report creation, records and statistical computations, and workload analysis.

The incumbent also creates unique databases and analytical tools for special projects. These tools are frequently used throughout the Portland VA Medical Center, Community Care Administration under the Business Office and other staff members within the VISN.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing qualitative and quantitative analysis and evaluation of operational outcomes, measuring program efficacy and adherence to national standards, assembling data performing complex meta-analysis, utilizing computations as necessary and submitting periodic reports. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's equivalent graduate degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond full years of progressively higher level graduate education leading to such a degree, or an LL.B or J.D in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
While work is mostly sedentary, there are also demands for standing, walking, bending and long periods of sitting. The incumbent is required to answer numerous telephone calls and must have adequate eyesight and hand dexterity to allow for reading and operating a computer terminal.
