Duties

  • Provides project management, coordination of activities, and direction to a multi-agency team with Program Executive Office Defense Health Care Management Systems (PEO DHMS) and EHRM IO designated representatives with the implementation of the single Federal Healthcare system at the FHCC.

  • Ensures integration with VA/DoD interests are accounted for throughout EHR deployment, adoption, stabilization, and optimization efforts and ensures establishment and support of the EHRM requirements.

  • Integrates with communications for users and deployment communications and serves as a primary liaison between FEHRM with PEO DHMS, EHRM IO, FHCC, and other supporting entities for reporting out on integrated program management tasks and deployment implementation related timelines and activities.

  • Develops the project plan that includes identification of the work to be done, the scope of the activities, and deadlines for its completion.

  • Addresses complex issues for the FHCC deployment of the new EHR system.

  • Provides daily direction of designated FEHRM FHCC contract work stream staff and oversight of implementation sub-working groups.

  • Identifies and solves problems through such techniques as refining requirements with designated technical and functional SMEs, determining corrective action, and modifying implementation plans in coordination with key stakeholders.

  • Leads, facilitates, or participates in meetings, conferences, and discussions.

  • Evaluates and advises on interagency VA-DoD EHR modernization governance operations-related, structures, methods, and procedures and provides recommendations to leadership.

  • Participates in cross-organizational and interagency collaboration regarding concepts of program operations and deployment functions.

  • Facilitates cooperation and teamwork, supporting constructive resolution of conflicts.

  • Performs other duties assigned.

Work Schedule: Full-time, Monday through Friday, 8:00 a.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Providing project management, coordination of activities, and direction to a multi-agency team. (2) Developing the project plan that includes identification of the work to be done, the scope of the activities, and deadlines for its completion. (3) Directing and facilitating the planning, acquisition, development, implementation, coordination, and monitoring and assessment of all project management facets.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
