The incumbent serves as a Program Specialist within the Department of Veterans Affairs, Office of Acquisition, Logistics, and Construction (OALC), Office of Construction & Facilities Management (CFM), Resource Management Office (RMO), Human Resources (HR) Training Service. The HR and Training Service coordinates HR actions of all CFM employees with our HR Service Provider to facilitate effective HR service for CFM employees.

Duties

The Service provides management support to CFM executives and supervisors in all functional areas relating to HR and has oversight for the employee training program for CFM employees. The major duties and responsibilities include but are not limited to:

  • Interpret findings from studies and offers recommendations for resolving issues.

  • Review and reconcile data from various sources.

  • Develop internal processes from findings and assist in the implementation and refinement of processes.

  • Gather and organize narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, surveys, etc.

  • Conduct reviews on data to determine status of strategic goals.

  • Review and study administrative processes associated with various human resources reports to identify errors, account for onboarding staffing strength, and assist with short and long-range human capital needs.

  • Possess a general knowledge of VA and Title 5 regulations, policies, and procedures applicable to staffing, classification, position management, pay administration, hours of duty, leave, and other relevant matters within the HR arena.

  • Follow up to ensure accuracy and timeliness of actions, make corrections as necessary to ensure proper budgetary alignment of costs.

  • Conduct job analysis for positions incorporating new concepts of competencies to ensure questions support the identification of "Best Qualified".

  • Complete packages to conduct recruitment and staffing for approved vacancies.

  • Serve as point of contact in coordinating recruitment, promotion, and reassignment for a portion of the organization.

Work Schedule: Monday thru Friday, 8:00am to 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade [e.g., within-grade increase, promotion with an effective date more than one year old, or SF-50s at the highest grade held with an effective date more than a year old-General Adjustment, FEGLI, Awards, Data Change, do not support TIG].

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative support by gathering and documenting information on a wide variety to subject/content; extracting and analyzing statistical information and presenting findings; utilizing various VA regulations, policies, and procedures to assist in completing various human resources related functions. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the competencies necessary to do the work of this position. [NOTE: You must submit copies of your transcripts showing degree type and date of conferral]. OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is typically sedentary; however, required on-site visits involve some walking, standing, bending, stooping, and carrying of light items, e.g., records, books, papers.
