Duties

Major duties include, but not limited to:

  • Responds to all requests for repairs, changes to existing conditions and issues that arise for leased occupied space in a timely manner and obtains a full understanding of all issues that are involved with remediating the current issue being raised.

  • Providing solutions for resolving the issue at hand and determines the proper path to proceed with resolving the issue.

  • Interacts extensively with staff on a reoccurring basis to assess the facility and service needs for prioritization, facilitate the meeting or exceeding of those priorities and to assure that the procedures used to obtain services are responsive and customer focused.

  • Coordinate procedures and methods relating to the space/building equipment maintenance including repair and replacement, building repairs and alterations, space requirements, energy utilization, safety and environmental issues, concessions, and telecommunication alterations in direct support of community-based outpatient clinics (CBOC) and other leased spaces.

  • Analyzes the subject and the current guidelines which cover it and makes recommendations for changes. Included at this level are work assignments in which the subject studied is covered by a wide variety of administrative regulations and procedural guidelines.

  • Oversees the management of repair and alteration projects, retrofit, and relocation moves to ensure integration and coordination within established time frames and maintains agency objectives consistent with commitments and policy against a measurable performance criterion.

  • Serves as a project manager for projects and furniture in lease spaces. Perform scheduling and layout of operations. Preform inspection and surveillance of materials, methods and equipment used in construction.

  • Executes the agreed upon resolution by completing all required forms and descriptions required by contracting and fiscal. Monitors and reports on the progress of the appropriate solution to confirm that they are being performed within the scope and budget of the appropriate remediation.

  • Prepares budget data, establishes cost control functions, tracking of available funding, maintenance of records and historical data pertaining to the lease program.

  • Serves as contracting officer's representative COR, provides contract administration and lease management services to ensure that lessors comply with the scope terms and conditions of the lease.

Work Schedule: Monday to Friday 8:00 am to 4:30 pm Subject to change based on the needs of the Agency).

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skilled in applying analytical and evaluative methods and techniques; Ability to interpret and/or follow regulations, directives, and Federal Laws; Experience with lease utilization, Federal Laws, and regulations; Experience advising customers on utilization improvements and planning options and sharing lease allocation procedures; Experience with Fiscal procedures for monitoring, tracking, and verifying financial processes; Experience executing all responsibilities required for being a Contracting Officers Representative (COR); Skilled in written and oral communication to develop detailed technical written documents and concise manner for presentations to a wide variety of audiences and purposes. Note: Your experience must be detailed in your resume to receive full credit.) OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, for the experience required for the GS-11 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, bending, climbing associated with on-site inspections, involving prolonged standing, standing and some activity on rough and uneven surfaces. Work may also require exposure to hazardous materials or conditions which require the wearing of personal protective equipment. There also may be an occasion to carry items, e.g., files, and boxes containing deliverable supplies.
