Participates in the development and implementation of HHS programs and policies for the protection of human research subjects.

Conducts and completes analyses and other studies on varied topics related to human subject protection, using various software database applications.

Collects, analyzes, interprets and evaluates data (including responses and reactions of the Research community and the public), policy statements and regulations.

Coordinates development or evaluation of policy issues of a wide and diverse nature. Reviews pending and proposed strategies, actions, legislation and related items on policy issues. Recommends and advises the supervisor on actions and alternative solutions to policy problems.

Minimum Qualification Requirement:

Have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service that includes analyzing and interpreting data regarding research; advising on policies and procedures that serve as guidance to internal personnel; and participating in work groups, teams or committees.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Duties & Responsibilities MSC is searching for a Program Support Specialist to provide support to the National Institutes of Health (NIH). This opportunity is full-time with MSC and it is on-site in Rockville, MD. * Assists and works collaboratively with the Regional Officers and other staff to support the management of research resources, technical administration, and programmatic evaluation of funded grants and other activities. Uses electronic databases to conduct programmatic analyses and advises program staff on issues related to the program. * Works closely with the Regional Officers to facilitate all activities related to regional portfolios, including to develop region-specific research initiatives and serve as a backup to the program staff for activities related to the regional portfolios. * Provides administrative support, coordination, and reporting for International Coordinating Committee (ICC) meetings and other meetings and committees coordinated under the guidance of Regional Officers, to include scheduling presenters, sending meeting invitations, maintaining participant list, developing agenda, and preparing meeting minutes. * Acts as the secretariat of the Multilateral Working Group, to include coordination of all relevant documentation, assistance scheduling, and planning working groups meetings, coordination of reporting, and tracking all activities through the upkeep of a dedicated SharePoint site. * Acts as the secretariat of the GRADS Working Group, to include assistance with developing the agenda and the meeting minutes. * Provides subject matter expertise on international data, the Global Research Affairs Database System, and the Foreign Award and Component Tracking System. * Assists with the performance of secretariat functions in relation to bi-lateral agreement programs including the coordination and arrangement of meetings and workshops, synthesizing annual reports, and serving as a rapporteur. * Prepares PowerPoint presentations for all program staff. * Maintains and organizes a library of current Institute's slides within a SharePoint library. * Prepares reports, meeting minutes, analyses, background materials, position papers, talking points, briefing documents, and other materials to support global health activities and interests for NIH, HHS, and USG officials and for external audiences. Facilitates internal clearance of such documents. * Prepares a variety of correspondence, agreements, and science-related documents for signature from the appropriate officials. * Assists in the liaison with HHS, CDC, other US Government agencies, foreign officials, and institutions for the coordination and support of programmatic activities. * Assists in organizing and coordinating cross-cutting international activities. * Assists in developing and conducting evaluations of international research programs. Prepares final reports and presentations of results. * Assists in identifying ideas for improving the efficiency and effectiveness of office programs, procedures, and operations. * Attends meetings and conferences that discuss a wide range of research, administrative, and technical topics related to the activities of the office and provides written and oral reports to staff. Requirements * Master's degree in Business, Management or a related field.
