Program Specialist 2 - Counseling & Resource Center

SALARY: $42,444 - $47,688

LOCATION: Lynnwood, Washington

DESCRIPTION:

The Counseling Center is seeking an Program Specialist (PS2) to provide administrative coordination and be the primary support of general office operations including serving as the main point of contact in connecting and communicating with students and campus community who reach out to our office as well as administrative and clerical tasks related to the successful management of the Counseling Center. This position includes budget duties, administrative tasks such as answering and routing phone calls and emails, scheduling appointments, maintaining calendars, completing payroll and reimbursement forms, and maintaining confidential files. The PS2 will provide primary office support and organization; resolve problems; compile and produce reports; track and manage expense reports; and respond to inquiries regarding relevant department/college rules, regulations, policies and procedures. The PS2 is responsible for monitoring and enhancing the Counseling Center waiting area environment, with an emphasis on safety, privacy, and professionalism, while also implementing proper crisis management strategies when necessary.

Responsibilities will include:

  • Provide support for Director and Assistant Director of Counseling and Wellness: track and reconcile budgets; create and maintain requisitions, expense vouchers and payroll forms; create and send correspondence, schedule appointments, make travel arrangements, etc.

  • Coordinate the daily operations of functions of the front desk operations including leading and scheduling the work of part time employed program specialists as well as providing coverage during breaks and as needed.

  • Provide general administrative support for office operations: create and send correspondence, answering and routing phone calls and responding to emails, schedule appointments, and maintain confidential files.

  • Provide direct, front line service to students, faculty, staff, and community members.

  • Call and/or email students for appointment reminders, rescheduling, and counseling outreach.

  • Screen, and respond to students' counseling-related inquiries that may not require a counselor's personal attention or appointment.

  • Maintain strict confidentiality as required and handle client information and concerns with utmost care and professionalism.

  • Assist the counseling and wellness staff in coordinating, scheduling and monitoring appointments.

  • Administer proper intake paperwork, as well as testing materials and protocol per counselors' requests.

  • Collect and maintain student contact data for drop-in, appointments, and front desk.

  • Interpret college policies, processes, and protocols to students, faculty and community members.

  • Greet and assist students, faculty, staff and visitors to the Counseling Center in a welcoming and professional manner.

  • Assist students in a personal, academic, or situational crisis while either resolving the issue or facilitating an appropriate referral to a counselor or the director.

  • Resolve complaints or concerns or refer to the director or dean.

  • Assist in monitoring and enhancing the Counseling Center waiting area environment, with an emphasis on safety, privacy and professionalism, while also implementing proper crisis management strategies when necessary.

  • Provide information about Edmonds Community College counseling services and other campus support services.

  • Communicate rules and practices governing confidentiality laws, such as FERPA, HIPAA and Washington State Codes and Regulations (WAC and RCW), to students and community members.

  • Maintain and provide students, staff and community with updated health and wellness resources in the area.

  • Perform other duties as assigned.

This is a classified position reporting to the Assistant Director of Counseling and Wellness.

REQUIRED QUALIFICATIONS:

  • Associate's Degree, OR a high school diploma and experience sufficient to successfully perform essential job functions.

  • Two years of providing progressively responsible experience in general administrative support. Experience must include working in a professional office setting, customer service, or coordinator position requiring independent judgment working with individuals under stress, precise attention to detail, and maintaining strict confidentiality in all required situations.

DESIRED QUALIFICATIONS:

  • Prior experience scheduling appointments for multiple professional staff using GMail and electronic scheduling system.

  • Proficiency with desktop applications such as Word, Excel, and Powerpoint as well as Google applications including Docs, Sheets, and Slides.

  • Experience communicating via phone, email, internet, social media, including instant messaging.

  • Ability to establish and maintain effective communication and professional working relationships within a diverse setting of students, staff and faculty, and community members.

  • Prior experience working in a high volume, fast paced, multi-tasking environment.

  • Two years experience prioritizing multiple tasks and inquiries.

  • Two years of budget experience, including purchase orders, posting, and reconciliation.

  • Knowledge of rules and practices governing confidentiality such as FERPA, HIPAA, WAC and RCW¿s. In addition, the ability to efficiently and effectively communicate these policies to students and community members.

  • Specialized knowledge and/or training in de-escalation and/or assisting students experiencing distress.

  • Experience mediating and resolving challenging situations in a diverse, multicultural environment while practicing independent judgment and professionalism.

  • Ability to use specialized software platforms such as CTC Link and Titanium.

  • Experience working in a higher education setting.

PHYSICAL WORK ENVIRONMENT:

Work is typically performed in an office setting and onsite/in-person. The ability to sit at a desk/computer station, bend, stoop, walk, and generally move around the office to consult with others, work within a busy environment, and remain focused on tasks. Inventory management requires some lifting and moving of objects up to 30 lbs. Excellent communication skills are essential. This includes the ability to speak clearly and fully comprehend written and spoken English and will include communication with people for whom English is not their first language. This also includes the ability to produce clearly written documents. Those who are multilingual are strongly encouraged to apply.

WORK SCHEDULE:

40 hours per week, Monday, Wednesday, Thursday, 8:00 am - 5:00 pm; Tuesday, 8:00 am- 6:00 pm; and Friday, 8:00 am- 4:00 pm.

COMPENSATION:

Salary range 42. Beginning salary is $42,444 - $47,688 annually, with periodic increments to $56,676 annually plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, 3 personal leave days, and 14 vacation days per year (incremental increases to 24 vacation days per year).
