Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
The position may be filled at the Program Research Specialist Trainee 1 level equated to SG-13, $49,363, Program Research Specialist Trainee 2 level equated to SG-14, $52,198, or full performance Program Research Specialist 1 SG-18, $65,001, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Program Research Specialist 1, SG-18 following the successful completion of the traineeship.
Non-Competitive (HELPS) Minimum Qualifications:
Program Research Specialist Trainee 1: A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.
Program Research Specialist Trainee 2:
A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data.
Program Research Specialist 1:
A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.
Competitive Qualifications:
Permanent Transfer Candidates: Current NYS employee with one year or more of permanent or contingent-permanent competitive service as a Program Research Specialist 1 G18, OR in a position allocated to a G16 or higher and eligible for transfer via Sections 52.6 or 70.4 of the Civil Service Law, OR in a position allocated to a G11 or higher and eligible for transfer to a Program Research Specialist Trainee 1 or Trainee 2 leading to the G18 level under Section 52.6 or 70.4 of the Civil Service Law OR as a Program Aide G13 and eligible for transfer to the G13 Trainee level via Section 70.1 of the Civil Service Law.
Transfer candidates applying via 70.4 to the G18 level must also possess a Bachelor's degree and nine 9 semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics*, research methods, or statistics AND two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
Transfer candidates applying via 70.4 to the G13 Trainee level need only to possess the bachelor's degree and nine (9) credit hours described above; candidates applying via 70.1 to the G13 Trainee level need only to possess the nine (9) credit hours described above.
Open Competitive Candidates: Either 1. A bachelor's degree including or supplemented by nine semester credit hours in statistics, biostatistics, econometrics, *mathematics, research methods, data analysis, data science, or data modeling; AND two years of professional research experience performing the collection, manipulation (E.g., data construction, merging data files, data cleaning, working with data directed toward review, analysis, and presentation related to program operations. OR
2.A master's degree or higher including or supplemented by nine credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics*, research methods, or statistics AND one year of professional research experience performing the collection, manipulation (E.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
The preferred candidate will possess knowledge of New York State's commercial and public health insurance programs and federal health care law and regulations; experience analyzing data sets such as the American Community Survey, Community Population Survey, and Medical Expenditure Panel Survey; experience researching and qualitatively analyzing health care policy and related issues; knowledge of federal and state health care legislation and the regulatory environment; knowledge of public or private health care exchanges; experience managing contractors; and excellent writing, verbal communication, interpersonal, and organizational skills. Must be very organized with a strong attention to detail and possess the ability to work well under pressure and meet deadlines.

Analysis of policy and regulation to inform marketplace operations, including federal and state regulations on health insurance and marketplaces, and assess the potential impact on New York's Marketplace
Research and evaluation pertaining to health insurance marketplaces, including analysis of data, including federal surveys and reports, to understand trends in health insurance coverage rates and demographic
Planning and development of health equity initiatives related to the NYSOH marketplace
Collaborate with other marketplaces to stay informed on policy decisions made by other states
Work with marketplace information technology system developers to collect data on NYSOH applicants and enrollees, including demographic, income, health insurance status, premium rate, and health plan information and analyze trends in eligibility and enrollment data over time
Apply policy knowledge to updates to the NYSOH marketplace application software in response to changes in federal and state law and rule
Development, operationalization, and evaluation of programs and benefits for marketplace enrollees.
