The Broward County Aviation Department which operates the Fort Lauderdale-Hollywood International Airport and North Perry Airport is seeking a highly motivated and energetic Program\Project Coordinator, Senior to the development, implementation, and oversight of the Safety Management Systems (SMS) program on the Airport's Air Operations Area (AOA) to ensure compliance with Code of Federal Regulations (CFR) Part 139 and other federal, state, and local regulations. This position involves administrative and management work on behalf of the BCAD Operations Division, involving both large- and small-scale projects with SMS activities on the AOA. This class works independently, under limited supervision, identifying, responding to, and resolving safety hazards through meetings and communication with contractors, engineering firms, FAA, TSA, FDOT, BSO, airport tenants, and airport employees. The Program/Project Coordinator, Senior will report activities and issues through various means of communication and periodic meetings and will work closely with all agencies in the oversight, coordination, and promotion of activities related to the SMS Program. The Program/Project Coordinator, Senior will maintain effective working relationships with airport tenants, the general public, co-workers, elected and appointed officials and is expected to coordinate and manage operations with considerable independence and initiative. The Program/Project Coordinator, Senior must be able to communicate effectively and be able to read, review, analyze, and draft contracts and reports using proper language, punctuation, grammar, and style. Supervision is received through conferences with an administrative superior and by adherence to established policies and procedures. Work is reviewed through individual and team conferences, reports, and program achievements. Work may be required during off-peak periods requiring weekend and/or evening and midnight shift coverage.

All Aviation Department employees must possess the ability to interact courteously with the public, Airport vendors, contractors and fellow employees to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in Safety, Business, Public Administration, Aviation, or a closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to SMS in an airport environment or closely related field.

Special Certifications and Licenses Required

  • Possess and maintain a Florida E Class Driver's License with authority to drive a county vehicle for the duration of the appointment.

  • Must obtain and maintain Airfield Movement Area Driving Privileges.

  • Secure and maintain a Security Identification Display Area (SIDA) badge along with a custom seal.

Preferences

  • Master's Degree in Safety, Business, Public Administration, Aviation, or a closely related field.

  • Demonstrated progressive field experiences performing project management responsibilities on airport safety management programs.

  • A.A.E., CM, ACE, I.A.P designation, ACI Operations Diploma.

All candidates must complete an extensive ten (10) year work history verification and criminal background check, including fingerprinting and all other information as required by the Federal Aviation Administration.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class.

In addition to the responsibilities listed in the Classification Description, the incumbent must be able to do the following:

  • Responsible for the development, implementation, and oversight of the Airport's Safety Management Systems program, policies and procedures, including gap analysis, annual program reviews, implementation of new and/or plan changes, on-going monitoring of compliance on the Air Operations Area in order to ensure compliance with Federal Aviation Administration CFR Part 139.

  • Develop, manage, update, and administer the Airport's SMS Manual. Develop, conduct, and promote the SMS initial/recurrent training program for all employees, contractors, and airport stakeholders with access to the AOA. Uphold the Airport's Safety Policy and report crucial information to the Airport's Accountable Executive or designee in a timely manner. Collect and monitor necessary safety data, confidential report system, trends, and metrics to assure effectiveness of the SMS program.

  • Formulate comprehensive and concise communications in both oral and written form. Conducts safety inspections and assessments. Completes all required documentation under these provisions and implement mitigation measures.

  • Collaborates with other divisions, airport tenants, and airport stakeholders conducting Safety Risk Assessments (SRAs) for completion of risk analysis of maintenance and construction projects to identify safety hazards and implement mitigation measures.

  • Responsible for using the SMS risk assessment model to identify and mitigate hazards based on internal hazard reports, confidential airport employee reporting, maintenance logs, accident/incident reports. Analyzes trends and statistics based on SMS data and makes recommendations to the Accountable Executive or designee.

  • Promotes a culture of safety amongst staff, tenants and stakeholders through regularly scheduled safety meetings and inspections.

  • Develop and/or revise various SMS forms, policies, systems, and procedures consistent with the requirements of the SMS Manual that must be included in the Airport Certification Manual (ACM).

  • Ensure the on-going effectiveness of the SMS Program to mitigate risk and confirm that risk mitigation strategies are effective after implementation.

  • Develop and conduct SMS training for department staff, contract service providers, contractors, and airport stakeholders.

  • Uses data effectively to demonstrate the effectiveness of the SMS program.

  • Responds to and prepares timely and comprehensive investigations in coordination with Risk Management of accidents and safety incidents.

  • Develops and maintains communication systems for distributing safety information to employees, tenants, and airport stakeholders as part of safety promotion.

  • Review and provide comments of construction plans for compliance with the SMS Program.

  • Acts in the absence of the Airport Manager, Airside.

  • Employee may, on occasion, be required to carry, lift, push or pull items up to 50 lbs. in connection with their job responsibilities.

  • Performs related work as assigned.

Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services on a large scale with County-wide impact; facilitates inclusion, prepares reports, and analyzes and interprets data.

Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service.

Assists Director and Agency Leadership by researching issues, creating memorandums, policies, procedures, reports, etc. and monitors/advises on staff compliance with policy and procedures.

Conducts special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research.

Identifies and understands agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.

Communicates business risks to project manager, senior/executive management, and approving authority for assessment and approval, while focusing on comprehending client-agencies' needs and business processes.

Coordinates with state and local agency partners on projects and programs, community outreach, media relations and regional and various services; may assist with press releases and responses to media.

Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.

Defines agency goals and objectives, develops and recommends policies and operating procedures.

Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments, and partnering agencies.

Prepares Commission agendas, including editing, posting and planning.

Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.

Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.
