Program Planning and Control Analyst (Entry Level)


The Prepositioning and Marine Corps Logistics Services (P&MCLS) program is based in Jacksonville, Florida. We provide maintenance and logistics services to U.S. Marine Corps (USMC) and U.S. Navy.

We are seeking a PP&C Analyst (Entry Level) for our Jacksonville, Florida location.

Position Responsibilities

Applicant will be primarily responsible for Program Planning and Control for various contract types. Responsibilities include:

  • Analyze cost trends in order to correct errors and provide forward guidance to maximize revenue and profit and minimize cost variances.

  • Develop and control baselines and budgets.

  • Monitor schedule/milestones to facilitate estimates to complete and process scope changes.

  • Prepare and deliver customer report deliverables per the contract terms and conditions.

  • Analyze/modify cost estimates and re-baseline programs as the need is identified.

  • Prepare forecasts using program resource estimates with appropriately applied rates and factors.

  • Develop price/cost estimates utilizing established pricing concepts and applications.

  • Application of FAR, CAS and government accounting standards.

  • Develop Work Breakdown Structure (WBS), perform maintenance and charge number control.

  • Perform moderately complex accounting and analytical tasks, including transaction processing, account reconciliation and analysis.

  • Analyze program funding requirements and track subcontractor costs & fee.

  • Assist in developing presentations and reports for internal and external customers.

  • Track, trend, forecast and analyze subcontractor and vendor invoices.

  • Develop and carry out long- and short-term objectives and balance multiple priorities.

  • Identify, diagnose and resolve complex problems independently.

  • Perform other duties as assigned.



  • Bachelor's degree in Business, Finance, Accounting or related field and 3 years related experience preferred.

  • Knowledge of basic program management concepts (budgets, estimate to complete, project schedules, etc.).

  • Knowledge of project management scheduling and control account planning concepts.

  • Excellent written, verbal and interpersonal communication skills.

  • Proficiency in Microsoft Office Suite. Advanced Excel skills.

  • Ability to obtain a Favorable Government Public Trust Investigation

  • Ability to obtain and maintain Military Base Access

  • Ability to obtain and maintain a Common Access Card.

The EPO teams oversee the execution of significant processes across the enterprise by partnering with Legal, Compliance and the Front Line Units (FLUs)/Control Functions (CFs). EPOs perform standard functions to identify and mitigate risks, achieve operating targets and consistently comply with applicable laws, rules and regulations. Role Overview: The AML EPO Customer Due Diligence (CDD) Desktop Tools Analyst is responsible for supporting the development, implementation, and support of a set of tools to provide clarity to GBAM Front Line Units (FLUs) and Operations teams with the Customer Due Diligence Standards. Job Description: * Supports the development, implementation, support, and updates to the Enterprise CDD Desktop Tools and regional CDD Desktop Tools * Responsible for working with the regional AML EPO Policy/Standard leads and GFCC for updating CDD Desktop Tools based on regulatory requirements, changes to regulatory requirements and standards and working with FLUs to implement changes. * Responsible for working with GFCC (Global Financial Crimes Compliance), FLUs, Operations and teammates to provide training, support, and ongoing maintenance. * Support key Stakeholder routines for CDD Desktop Tools and appropriate governance forums * Monitor and respond to requests for change or exception to the CDD Desktop Tools from the FLUs and ensure they are submitted through the established governance routines, including ensuring adequate business justification, assessment of risk and mitigating controls * Proficient in Financial Crimes policy and standard requirements and provides guidance to FLU/Operations team to clarify with Compliance where unclear * Work horizontally across enterprise standards, country standards, and desktop procedures to identify areas for improving and simplification of CDD processes Enterprise Role Description Assist in the execution of internal control discipline and operational excellence within a LOB or ECF. Execute LOB/ECF specific processes and tools to drive adherence to enterprise-wide Standards. Support the implementation of QA/QC processes within the LOB/ECF through ongoing monitoring and testing of controls. Identify issues and/or control improvements for remediation, whilst assisting in building out actions plans and milestones. Acts as an ambassador of the risk culture. Develop and direct staff. Incumbents typically have over 8+ years of risk management and LOB/ECF experience.
