Medical, Dental, Vision, Flexible Spending Plan
CAPSLO offers benefits through a group medical, dental, vision, flexible spending account, life and AD&D insurance program. CAPSLO pays the full amount (100%) of the premiums to cover full-time (regular, seasonal, and limited term) employees. Eligible employees may elect, at their own cost, to have medical, dental and vision insurance coverage for their dependents. Additionally, CAPSLO offers a Long Term Disability ("LTD") insurance program.
Retirement Savings Plan
CAPSLO offers eligible employees the opportunity to contribute a portion of their earnings to a Section 403(b) Retirement Plan. Full-time employees are 100% vested upon enrollment into the plan. CAPSLO matches 60% of every dollar contributed up to an annual maximum of 15% of your annual salary (not to exceed IRS limits).
Twelve paid holidays* and one paid Personal Holiday during the course of each calendar year.
CAPSLO awards 80-160 hours of vacation annually with a maximum accrual of 320 hours, depending on years of service. Paid Sick time is accrued at 8 hours per month with a maximum accrual of 280 hours.

Under supervision and direction of supervisor, the Program Options Analyst (POA), provides administrative and analytical support for all service options under EHS, HS, & State funding that includes Family Child Care Home Education Networks (FCCHEN), Center based, and home base service with regards to recruitment, marketing outreach, waiting list, and enrollment. The POA applies contract and standard regulation to eligibility and compliance for subsidized child care programs. The POA is responsible for the implementation and development of a multilevel county recruitment and marketing plan to ensure projected waitlist and enrollment numbers. This position is most suited to persons who enjoy paperwork, are detailed oriented, have excellent communications skills and can work accurately with numbers and statistics. The ability to get along well with the public and the ability to organize and work with minimum supervision is essential.
Responsibilities & Duties:
Recruitment & Marketing Outreach
Works with supervisor to develop a comprehensive multicounty recruitment plan.
Organizes and attends recruitment events and open enrollment nights.
Maintains social media and marketing tactics to improve program services awareness in communities.
Prepares materials for recruitment.
Waiting List & Application Maintenance
Screens and directs telephone calls; provides routine information and referrals in response to inquiries for child care services.
Receives and reviews waitlist applications for completeness and accuracy.
Assists in follows-ups on missing or incorrect applications through phone calls, mail, email and/or faxes.
As needed, completes waitlist applications.
Maintains waiting lists for braided and non-braided sites for multiple counties.
Maintains appropriate record keeping systems, reports, and other required documents.
Responsible for processing and issuing weekly Enrollment Status Report, Enrollment Management Report, and program waitlist for SLO, Kern, and San Diego Counties.
Prepares statistical and data reports related to community needs.
Clerical & Data Entry
Performs a variety of clerical tasks, including but not limited to: word processing, (memorandums & reports), data entry, filing, copying, tabulating, mailing, and tracking information, etc.
Maintains and reorders supplies, supplies and office forms as needed.
Makes travel arraignments for personnel
Schedules appointments and events for department staff
During peak enrollment seasons, assists the data entry technician with the inputting of applications into the database.
Attends departmental staff meetings, and other meetings within the state as requested by the supervisor.
Completes end of the month reports.
Prepare data for input into fiscal reports.
Audit and review records to assure compliance with program regulations.
Performs other duties as needed.
Combination of five years performing administrative business functions, case management, eligibility determinations, marketing, and/or related field.
Associates degree required.
Must have experience with Microsoft Office, including Excel and database programs.
Must be able to type 50 words per minute. Must provide a keyboarding certificate prior to beginning employment.

14. Must be able to operate a calculator and other office machines.
15. Must have dependable, insured transportation and valid CA driver's license (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.
16. Must complete a health screening and TB skin test or chest x-ray prior to beginning employment.
17. Must use reasonable precautious in performance of one's duties and adherer to all applicable safety rules and practices; an act in such a manner as to assure at all times maximum safety to one's self, fellow employees, clients and children.
18. Employment is contingent upon meeting all job requirements and background requirements: criminal history check, education verification, acknowledgment or child abuse reporting responsibility, criminal record statement, etc. Employment is contingent upon receiving a clearance from appropriate authorities.
19. Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measure of the agency.
20. Must be able to communicate orally and in writing in the English and Spanish languages and pass a bilingual/biliterate test (salary differential provided).
Position requires intermittent standing, sitting, walking, twisting and bending. Must be able to lift up to 30 pounds. Simple grasping and hand manipulation required as well as reaching above and below shoulder level. Requires working indoors in temperature-controlled environment with some exposure to copier and printer chemicals/fumes.
