Responsibilities

WHAT DOES A PROGRAM OPERATIONS SPECIALIST DO? This position serves in an advanced developmental capacity for Taxpayer Advocate Services (TAS) Headquarters, assisting and participating in assignments to support TAS Headquarters' programs and initiatives. As a Program Operations Specialist you will evaluate effectiveness of assigned programs; identify and develop ways to resolve problems and cope with issues which directly affect program accomplishment; conducts program and project reviews based on "what if" situations. A Program Operations Specialist is also responsible for defining requirements, identifying and researching program areas, gathering and analyzing data, and preparing final reports.

As a Program Operations Specialist you will:

Grade 7-9 Duties

  • Coordinate internal administrative assignments.

  • Monitor activities to ensure timeliness, consistency and completeness.

  • Review responses, reports, and memoranda to develop consolidated responses on behalf of the organization.

  • Perform special studies and research projects or assignments, which require confidentiality and application of expertise and mature judgment.

  • Assess the need for and establish and/or adapt administrative procedures and practices to be used in highly unusual situations requiring deviation from standard administrative procedures.

  • Keep the supervisor advised of developments and progress concerning problems and follow up with the responsible official to expedite necessary action and final settlement of the issues.

  • Personally review all important incoming and outgoing correspondence, coordinating routing and the control of notes and suggestions concerning the subject matter involved before referral to the supervisor.

  • Advice manager on required personnel actions, performs delegated duties as assigned, supports and manages multiple administrative processes.

GS-7 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Experience coordinating Taxpayer Advocate Services (TAS) administrative assignments; monitoring activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses. Experience with TAS functional program operations and processes. Experience with oral and written communication to create reports and present information.

OR

You may substitute education for specialized experience as follows: Superior Academic Achievement (SAA) - A Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the graduating class in the college, university, or major subdivision, or membership in a national scholastic honor society recognized by the Association of College Honor Societies.

OR

At least 1 academic year of graduate education in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

GS-9 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Experience planning and coordinating Taxpayer Advocate Services (TAS) administrative programs, projects or processes. Experience coordinating TAS administrative assignments; monitoring activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses. Experience applying analytical techniques sufficient to perform routine analyses of data and recommend appropriate course of action. Experience with oral and written communication to create reports and present information.

OR

You may substitute education for specialized experience as follows: Two (2) full academic years of progressively higher level graduate education in any field of study from an accredited college or university.

OR

Master's or equivalent graduate degree in any field of study from an accredited college or university.

OR LL.B. OR J.D. if related.

You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part- time work is considered on a prorated basis.

The Operations Manager – West Region (OM) role is a management development position responsible for on-the-job training assignments geared to developing the incumbent's comprehensive knowledge of plant operations and manufacturing processes. The position will be initially assigned in either our Portland, OR, Phoenix, AZ, or City of Industry, CA operations. The successful candidate will be a high potential leader who is interested in developmental opportunities that may require relocation to other Hydro locations. The OM will report to the assigned Plant Manager, and the Region GM will oversee and facilitate the incumbent's overall developmental progress. Job Duties and Responsibilities: * Develop a comprehensive knowledge of Hydro products and processes through on-the-job training activities, including working in various positions in production. * Perform duties as assigned bringing value to the organization, especially those with required deliverables as part of the on-the-job training process. * Develop a comprehensive knowledge of aluminum extrusion processes and material characteristics. * Learn how to operate the Company's business systems to perform required administrative functions. * Develop detailed knowledge of annual and long-term planning for Maintenance and all production departments through A3 development linked to the Plant Business Plan with departmental initiatives geared toward operational excellence. * Develop detailed knowledge of product costing. * Develop understanding of the production scheduling processes. * Develop working knowledge of the budget and expense control process. * Actively participate in business reviews, planning and strategy sessions, and ensure plant reporting requirements are met for production and maintenance. * Supervise activities consistent with all Company policies, procedures and applicable laws and regulations. * Develop working knowledge of Continuous Improvement, efficiency standards, and safety. * Develop working knowledge and understanding of Human Resources policies and practices. * Develop detailed understanding of operations by touring other Hydro facilities and attending customer visits. * Complete training assignments as directed. * Prepare various reports as required. * Perform other duties as required.
