Responsibilities

WHAT DOES A PROGRAM OPERATIONS SPECIALIST DO? This position serves in an advanced developmental capacity for Taxpayer Advocate Services (TAS) Headquarters, assisting and participating in assignments to support TAS Headquarters' programs and initiatives. As a Program Operations Specialist you will evaluate effectiveness of assigned programs; identify and develop ways to resolve problems and cope with issues which directly affect program accomplishment; conducts program and project reviews based on "what if" situations. A Program Operations Specialist is also responsible for defining requirements, identifying and researching program areas, gathering and analyzing data, and preparing final reports.

As a Program Operations Specialist you will:

Grade 7-9 Duties

  • Coordinate internal administrative assignments.

  • Monitor activities to ensure timeliness, consistency and completeness.

  • Review responses, reports, and memoranda to develop consolidated responses on behalf of the organization.

  • Perform special studies and research projects or assignments, which require confidentiality and application of expertise and mature judgment.

  • Assess the need for and establish and/or adapt administrative procedures and practices to be used in highly unusual situations requiring deviation from standard administrative procedures.

  • Keep the supervisor advised of developments and progress concerning problems and follow up with the responsible official to expedite necessary action and final settlement of the issues.

  • Personally review all important incoming and outgoing correspondence, coordinating routing and the control of notes and suggestions concerning the subject matter involved before referral to the supervisor.

  • Advice manager on required personnel actions, performs delegated duties as assigned, supports and manages multiple administrative processes.

GS-7 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Experience coordinating Taxpayer Advocate Services (TAS) administrative assignments; monitoring activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses. Experience with TAS functional program operations and processes. Experience with oral and written communication to create reports and present information.

OR

You may substitute education for specialized experience as follows: Superior Academic Achievement (SAA) - A Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the graduating class in the college, university, or major subdivision, or membership in a national scholastic honor society recognized by the Association of College Honor Societies.

OR

At least 1 academic year of graduate education in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

GS-9 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Experience planning and coordinating Taxpayer Advocate Services (TAS) administrative programs, projects or processes. Experience coordinating TAS administrative assignments; monitoring activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses. Experience applying analytical techniques sufficient to perform routine analyses of data and recommend appropriate course of action. Experience with oral and written communication to create reports and present information.

OR

You may substitute education for specialized experience as follows: Two (2) full academic years of progressively higher level graduate education in any field of study from an accredited college or university.

OR

Master's or equivalent graduate degree in any field of study from an accredited college or university.

OR LL.B. OR J.D. if related.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part- time work is considered on a prorated basis.

This role will facilitate cross-functional teams, navigate impacts and interdependencies between organizations, and ensure all Material Cost Take Out (MTCO) projects are delivered on time and on budget. The Principal Program Manager, Sourcing XMO will implement and drive continuous improvement in established policies, systems, and controls of the formal milestone project management structure to achieve project delivery, including required reporting to senior leadership on project status. The Principal Program Manager, Sourcing XMO will act as an influential change agent between Commercial, Product Line VPs, Technology, Supply Chain and Global Sourcing Leaders to proactively manage our global businesses to benefit our customers and financials. What you will Do * Develop relationships with key Managers, Directors and Vice Presidents within GE Appliances and other Global Business Units (Haier Brands) * Understand the global product strategies and recommend synergies and improvements to our Global processes * Ensure monthly analysis and reports are included in the monthly Steering Committee cadence to communicate to leaders the progress and risks. A monthly analytics packet shall be created and utilized to create accountability for the cross functional Teams * Drive consensus between cross functional Teams and Leaders * Establish and monitor milestone-based metrics to ensure the overall health of each microenterprise project pipeline. * Set weekly XMO agendas for each microenterprise and take proactive focus to deliver material cost reduction projects (both DMI and DMP) by identifying resource gaps or barriers. * Partner with the Sourcing Commodity Buying Teams (CBTs) and Sourcing Product Line leaders to identify and prioritize new DMI projects. * Partner with Technology and Material Cost Take Out (MCTO) Leaders to track and monitor for DMP projects. * Develop milestones, workplans and maintains schedule of activities and milestones around project administration, financials, and project deliverables. Perform rigorous follow up of critical projects and work with project lead to develop countermeasures in event of delay. * Maintain system and reporting for Value Contribution (cost savings, efficiencies gained, etc.) and develop flash report for senior management. * Provide quantitative analytical support on all weekly XMO projects to XMO Teams (key sourcing projects e.g. PCBA). * Support RFP packages by providing feedback to make changes as needed to capture all aspects to bidding (RFP package, pricing, T&C, vendor feedback, etc). * Provide RFP analytical support on key work streams (e.g. Carbon Steel RFP analysis, feedback to suppliers and clarifications). * Support negotiations approach review and support (as needed) for categories, including Carbon Steel, Wire Harness, Stampings and other relevant categories. * Provide support on Make vs Buy model, including the right cost inputs, fixed/ variable cost allocations and industry benchmarks. * Support the creation and review of should cost models, spend / savings analysis and risks analysis, scenarios analysis across all XMO and key categories. * Partner with Finance on savings analysis and estimates for leadership/stakeholder review and approval. * Provide training to all Product Lines on the XMO structure and process to highlight and resolve issues quickly and ahead of time. What you need to Succeed Minimum Qualifications: * Bachelors degree. * 7 years of project management experience in the leading multiple complex, cross-functional global projects involving business or sourcing process improvements. * 5 years of experience using sourcing and related purchasing processes, including spend classification and analysis, supplier quote evaluation, negotiation and supplier selection. Experience in a Sourcing procurement role with demonstrated experience in supplier management, negotiation and contract development. * Demonstrated ability to take ownership of issues, initiate actions, and make effective decisions. * Ability to take inputs from multiple functions and perspectives and translate it into an actionable plan while reconciling and integrating competing interests. * Understands big picture and aligns priorities with broader goals, measures outcomes, uses feedback to change as needed, evaluates alternatives, solutions oriented, seeks alternatives and broad input; can see connections within complex issues. * Demonstrates initiative and takes action proactively.
