Job Duties
The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Program Operations Manager. The selected competitive candidate will provide exceptional delivery of services to the agency's Eligibility and Enrollment Services Division.
This position is responsible for oversight of the Cover Virginia Contract administration by providing daily monitoring of the contractor's performance deliverables according to the current contract.
Oversight and/or collaboration with Quality units, Call center, the Cover Virginia Incarcerated Unit (CVIU), Central Processing Unit (CPU) eligibility team and Department of Medical Assistance Services (DMAS) Advance Resolution Center (ARC) unit.
Review of statistical data and reports for accuracy and compliance. Makes recommendations for improvements in processes and/or sanctions for non-compliance areas.
Development and implementation of quality control programs and training as deemed necessary. Implementation of required changes and/or updates to policies and procedures.
Performs the responsibilities required as the Contract administrator for the Cover Virginia contract.
Provides leadership and guidance to assigned staff and coworkers to ensure continuity of operations.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Considerable knowledge of public and private healthcare programs, eligibility criteria, policy, procedures, and operations of the Family Access to Medical Insurance Security (FAMIS/FAMIS Plus)/Medicaid programs.
Project management experience to include development of project plans in excel or Microsoft Project.
Knowledge/Experience of program operations development/planning/implementation.
Considerable experience in training and quality assurance methodology and procedures.
Considerable experience in supervising professional staff.
Considerable contract management experience over large scale projects including writing contracts.
Considerable experience in call center operations and/or eligibility processing operations primarily in a leadership role.
Considerable experience in meeting deadlines.
Experience engaging with internal/external stakeholders.
Additional Considerations
Competitive candidates should meet these additional considerations:
Considerable knowledge of Health Insurance Marketplace (State Based Exchange) processes and procedures.
Extensive experience communicating effectively with diverse populations and conveyance of complex ideas both orally and in writing.
Considerable ability to work with a variety of software packages and output from mainframe systems, performing system readiness testing and documentation/analysis of expected and actual results.
