SUMMARY - The Program Operations Manager is responsible for the day-to-day management, coordination and delivery of services offered at the Laurel Multiservice Center (LMSC). The duties include coordination with partnering volunteer organizations, scheduling of facility rooms and resources, assisting with outreach efforts within the community, and consistently serving the diverse unhoused and vulnerable population through providing customer services and directing them toward needed resources. The Program Operations Manager will interact with clients, members of the public, non-profit organizations, City officials, and other service providers. Work is performed under the general supervision of the LMSC Director but considerable leeway is granted for the exercise of independent judgement and initiative. The ability to speak, read and write Spanish is preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Schedules and coordinates the use of facility space at the LMSC and coordinates with the Department of Parks and Recreation for use of the recreation facilities.

  • Plans, organizes, and implements a service schedule in coordination with non-profit organizations, City staff, and other service providers.

  • Responsible for conducting regular and careful inspections of LMSC and reporting any facility/equipment needs to the LMSC Director.

  • Responsible for the implementation and supervision of safety and risk management policies and procedures to assure center personnel and program operations have a safe and healthful environment.

  • Provides assistance and customer service to patrons and participants. Interprets and enforces rules, regulations and policies. Provides information on center information and resources.

  • Provides assistance to other Departmental staff in the programming and implementation of services held at the LMSC to include fundraising and outreach initiatives.

  • Answers telephone and route calls or messages to appropriate staff. Respond to in-person and telephone inquiries from the public. Serve as the back-up to Center Attendant, as needed.

  • Supervises the daily collection and deposit of revenues and is responsible and accountable for all center program revenues and operational expenditures.

  • Initiates purchase requisitions and check requests and maintains complete and accurate financial records relating to all revenues and expenditures.

  • Maintains systematic, complete and accurate records relating to all facets of center operations including, but not limited to, programs; activities; utilization; volunteer schedules; incidents and others as may be required.

  • Serves as a Shelter Manager in the event emergency sheltering is needed. This may include working evenings, weekends, and holidays during disaster times to support the operations of an emergency shelter.

  • Willingly and cooperatively accepts other related duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES - The person in this position manages the Program Operations Coordinator and may oversee part-time, volunteer, and other staff members at the LMSC as assigned. Responsibilities include recruiting, selecting and recommending employment of applicants, training employees, assigning and directing work, appraising performance and recommending rewards and discipline and providing feedback to the LMSC Director. Supervisory responsibilities are carried out in accordance with the policies of the City and the Department and applicable laws.

MINIMUM QUALIFICATIONS - The minimum eligibility requirements for this position are as follows:

  • MINIMUM AGE - 21 years.

EDUCATION and/or EXPERIENCE - Graduation from an accredited college or university with a Bachelor's degree in social work, human services, or similar degree demonstrating at least 1 year of experience, or an equivalent combination of education and experience. The ability to speak, read and write Spanish is preferred.

  • CERTIFICATES, LICENSES, REGISTRATIONS - Must possess, or have the ability to obtain within 6 (six) months of hire, a Cardiopulmonary Resuscitation/ Automated External Defibrillator (CPR/AED) certificate. Must possess a current and valid Class "C" Maryland driver's license, or a comparable driver's license issued by the employee's state of residence, and a proven safe driving record. Must be able to attain the following certifications in the Incident Command System (ICS) within 6 months of employment: ICS-100, ICS -200, ICS-700, and ICS-800.
