DT Institute is seeking a Program Officer (PO) to join and support the Yemen Program Management Unit (PMU) in the areas of human rights and rule of law programming. Under the supervision of the Senior Program Manager (PM), the PO will serve as a central member of the PMU, providing administrative and technical support to ensure efficiency in program activities and full compliance with DT Institute's internal policies and procedures.

The PO will play a pivotal role in the acquisition, analysis, and production of program design, development, and project reports. This involves gathering insights from various sources, including local partners, consultants, and relevant stakeholders, to construct essential monthly, quarterly, annual, and final reports, as well as communication materials. The PO will collaborate with program and administration teams to develop effective reporting mechanisms and ensure timely reporting. Additionally, the role entails overseeing or designing a range of written materials, such as topic guides, training modules, working papers, standard operational procedures, updates, and project implementation tools.

In close collaboration with the PM, the PO will contribute to the comprehensive development and design of projects and reporting throughout the programs. The PO will also assist in business development, including information gathering, research and analysis of technical and local contexts, and coordination with partners across DT Institute.

Primary Functions and Responsibilities

Program Development and Reporting:

  • Collect and analyze information from program partners, consultants, and other sources to develop ad hoc reports or communication pieces.

  • Design and/or ensure the production of topic guides, training modules, working papers, project research reports, or other written material in coordination with the PM.

  • Play a proactive role in project development, design, and document finalization, actively contributing to project reporting. Develop project notes, and reports in close coordination with the PM, ensuring alignment with donor guidelines.

  • Coordinate MEAL (Monitoring, Evaluation, Accountability, and Learning) activities to ensure project achievements and challenges are captured and reported internally and to donors.

  • Prepare and/or coordinate regular, high-quality program and project updates, situation reports, external reports, factsheets, case studies, briefs, and success stories appropriate for sharing with relevant platforms, humanitarian and development partners, and state authorities.

  • Develop, brand, and archive project deliverables and documentation in a digital environment and support the Yemen PMU in developing communication pieces such as success stories, reports, and work plans.

Grants and Operations:

  • Assist in developing and monitoring annual work plans and associated deliverables and results/outputs.

  • Ensure familiarity with relevant policies and procedures, including U.S. Department of State and other international donor regulations; be accountable for project compliance with these laws, regulations, policies, and procedures.

  • Provide grant quality assurance, control, and compliance, with guidance from the PM, Grants Manager, and Contracts Administrator as required.

  • Prepare basic grant requests and concurrences, including to the grants officer representative and grants officer, for program-related costs.

  • Prepare project contract documents (subcontracts, sub-agreements, purchase orders, and Memoranda of Understanding) as requested.

  • Lead recruitment and personnel management of long- and short-term consultants, including development and execution of employment contracts, scopes of work, and collection of all supporting documentation.

  • Facilitate consultant approvals and paperwork, including identifying, interviewing, and hiring consultants, managing consultant expense reports and invoices, and ensuring accuracy and adherence to contract requirements.

  • Perform other duties as assigned.

Business Development:

  • Support business development through research, writing proposal sections, recruitment, partner identification and management, and development of past performance and qualifications statements.

  • Coordinate proposal/task order development both internally and externally with partners and subcontractors.

  • Provide technical input and support for program design, training, workshops, and meetings.

  • Perform other duties as assigned or requested.

Education and Experience:

  • Bachelor's degree in International Relations, Political Science, Business, International Development, Pre-Law, Economics, or a related field, with a minimum of 3-4 years of program monitoring, evaluation, reporting, and support experience, including business development initiatives; or

  • Master's degree in International Relations, Political Science, Government, Business, International Development, Law, Economics, or a related field, with a minimum of 2-3 years of program monitoring, evaluation, reporting, and support experience, including business development initiatives.

  • Minimum of 2 years of experience with an international development organization.

Minimum Qualifications:

  • Proven experience in collecting and analyzing information from program partners, consultants, and other sources to develop reports or communication pieces.

  • Demonstrated ability to design and produce topic guides, training modules, working papers, project research reports, and other written materials.

  • Proactive role in project development, design, and document finalization, with a focus on project reporting and alignment with donor guidelines.

  • Experience coordinating MEAL (Monitoring, Evaluation, Accountability, and Learning) activities to ensure project achievements and challenges are captured and reported.

  • Capability to prepare and coordinate regular, high-quality program and project updates, situation reports, external reports, factsheets, case studies, briefs, and success stories.

  • Skill in developing, branding, and archiving project deliverables, including communication pieces like success stories, reports, and work plans.

  • Strong interpersonal skills and ability to work independently and in a team.

  • Attention to detail; good organizational and prioritization skills.

  • Experience working in Yemen or other countries in the MENA region preferred.

  • Excellent computer skills (Outlook, Excel, Word, PowerPoint, Dashboards, Graphics).

  • Excellent planning skills, capable of managing multiple tasks and deadlines.

  • Excellent diplomatic, presentation, interpersonal, and oral/written communication skills.

  • Willingness to mentor local partners and junior-level staff.

  • Fluency in English; language ability in Arabic is desirable.
