Our Global Health Program (GHP) harnesses advances in science and technology to save lives in poor countries. We focus on the health problems that have a major impact in developing countries but get too little attention and funding. Where tools exist, we support sustainable ways to improve their delivery. Where they don't, we invest in research and development of new interventions, such as vaccines, drugs, and diagnostics. Our work in infectious diseases focuses on strategies to fight and prevent HIV/AIDS, malaria, tuberculosis, neglected tropical diseases, enteric and diarrheal diseases, pneumonia, and maternal, newborn and child health Discovery and Tools. These strategies are supported by functional teams that focus on Discovery and Translational Sciences, Innovative Technology Solutions, Vaccine Development, and Integrated Development.

Group Summary:

The Innovative Technology Solutions group is looking for an exceptional Program Officer to join their HIV Frontiers Program. The HIV Frontiers Program is a complementary approach to those living with HIV (PLHIV) and currently on antiretroviral therapy (ART). The program is designed to be a safe, effective and durable intervention that completely eliminates HIV infection (eradication) or suppresses viremia in the absence of ART (remission). The work will build on current knowledge while also gathering new ways to best design a curative intervention for HIV and to determine whether and how it might be applicable for the benefit of those in resource limited parts of the world.

Position Summary and Responsibilities

Responsible for managing a discrete grant portfolio and/or providing research and analysis work in support of grant-making, strategy development, coordination, communications and advocacy. Contribute to the continued development of the team's strategic vision, partnering closely with team leadership to manage toward strategy and goals for the team.

  • Plans, manages and executes a wide range of activities in support of strategic planning, prospect and develop complex investment opportunities, grant management and external relationship management.

  • Review letters of inquiry and grant proposals; provide clear, concise and insightful written analyses and recommendations for funding, including drafting and editing proposal summaries and progress reports for existing grants for review by foundation leadership.

  • Consult with grantees and other partners to maximize impact of projects and ensure grants are meeting strategy goals. This may include: site visits, providing operational guidance and convening meetings of key stakeholders.

  • Develop, manage, resource, and implement a program that aligns with foundation strategy and is operationally integrated with other foundation programs. Contribute to the design of new strategies, collaborations and implementation plans to ensure long-term sustainability and impact.

  • Represent the foundation to key program-related external constituencies, as appropriate, on committees related to area of expertise and responsibilities of the position.

  • Manage internal processes and portfolio progress while ensuring appropriate documentation, grant budgeting and reporting. Improve operational efficiency and effectiveness.

  • Prepare and write briefs and synthesize existing literature. Provide written analysis of key topics for foundation management. Fulfill data requests from leadership.

Education and Experience

PhD or other advanced degree with 4+ years of post-doctoral, or equivalent (e.g., industry) experience preferred, ideally in the fields of immunology, HIV biology, and/or translational research.

These strategies are supported by functional teams Discovery & Translational Sciences, Vaccine Development & Surveillance, and Integrated Development & Regulatory. TB is the top infectious disease killer. In 2016, there were an estimated 10.4 million new TB cases worldwide. The goal of the tuberculosis (TB) Program Strategy is to accelerate the reduction in TB incidence globally through innovative discovery and development of new tools and innovative approaches. The TB PST is responsible for investments in development of more effective interventions: preventing new incident cases (e.g., an adolescent/adult TB vaccine), reducing the diagnostic gap and loss of patients between diagnosis and initiation of treatment, and improving the quality of therapeutic regimens and adherence to treatment. The TB Drug Discovery and Development team is responsible for setting strategy and managing an end to end drug development investment portfolio, collaborating with internal and external partners, and overseeing product development from discovery to the introduction of new candidate regimens in Global Health markets. Position Summary The Senior Program Officer (SPO) is responsible for contributing to the TB Drug Initiative strategy, to develop and manage a portfolio of grants and contracts requiring high-level grant management skills, grantee engagement, monitoring, evaluation, and follow up. The SPO will guide both scientific and partnership aspects of the program strategy as well as be expected to stay abreast of technology and trends within drug development that can be used to accelerate the development of new TB regimens. Key Responsibilities * Support the cross-functional TB Drug Initiative, participate in setting overall goals, development of strategy, as well as manage and implement investments. * Contribute to managing partnerships in the TB ecosystem including PDPs, grantees, pharmaceutical companies and academic partners. * Negotiate, execute, and manage complex grants and performance-based contracts. * Review letters of inquiry and grant proposals and collaborate with colleagues to provide clear, concise and insightful written analyses and recommendations for funding within the areas of TB drug pre-clinical and clinical development. * Consult with grantees and other partners to maximize impact of projects by ensuring grants align with and drive toward meeting strategy goals. This may include: site visits, providing operational guidance and convening meetings of key stakeholders across all phases of the TB Drug R&D value chain. * Develop, manage, resource, and implement a program that aligns with foundation strategy and is operationally integrated with other foundation programs. * Contribute to the design of new strategies, collaborations and implementation plans to ensure long-term sustainability and impact. * Represent the foundation to key program-related external constituencies, as appropriate, on committees related to area of expertise and responsibilities of the position. * This role will include, communicating performance expectations, creating goal alignment, integrating project and change management, giving and seeking feedback, providing coaching, measuring progress and holding people accountable, possibly supporting team development, and recognizing achievement and lessons learned. This would include: evaluation of projects, management of strategies and programs. Education and Experience * Life science Ph.D. with 10+ years of experience within Pharmaceutical / Drug Development or MSc degree with a minimum of 15+ years of Pharmaceutical / Drug Development experience. Experience with Clinical Sciences and Clinical Development highly preferred. * Scientific experience within Tuberculosis and/or anti- infectives drug development * Must have led cross-functional teams, preferably in the pharmaceutical/biotech industry covering the R&D value chain. * Experience with R&D Alliance management or external partnerships desirable Additional Skills and Experience: * Demonstrated outstanding written and oral communication skills in positions requiring communications in a broad and diverse audience on a range of complex technical issues. * Experience in a role requiring collaboration as well as a demonstrated ability to work with flexibility, efficiency and diplomacy both individually and as part of a complex team effort; ability to work in a cooperative and collegial fashion. * Demonstrated ability to successfully assemble, coordinate, and manage complex inter-group collaborations and partnerships, guiding such programs to meet programmatic and strategic goals. * Experience in the execution, conduct and/or management of performance based contracts or cooperative agreements. * Excellent interpersonal and negotiation skills with the ability to solve problems with energy and a positive attitude. * Ability to organize/prioritize work and meet deadlines within a fast-paced environment with multiple and competing demands. * Demonstrated ability to lead and build relationships to gain the respect and trust of others. * Solid understanding of the realities and complexities of matrix based organizations. * Ability and willingness to travel domestically and internationally. * Demonstrated passion for the foundation's values with a commitment to deliver results against the foundation's mission.
