In 2013, the National Academies of Sciences, Engineering, and Medicine established the Gulf Research Program (GRP) to enhance oil system safety and the protection of human health and the environment in the Gulf of Mexico and other U.S. outer continental shelf areas. The GRP seeks to improve understanding of the region's interconnecting human, environmental, and energy systems and fostering application of these insights to benefit Gulf communities, ecosystems, and the Nation.

The Program Officer is responsible for developing and managing one or more of the organization's programs or projects within the Gulf Health and Resilience Board's (GHRB) portfolio that align with the Gulf Research Program's (GRP) Strategic Framework. The Program Officer applies in-depth professional level knowledge to address a range of complex challenges associated with the compounding effects of climate change, disasters, health disparities, and environmental quality on community resilience.

The job's primary focus may include leading studies or convening activities or managing programs. The work is primarily intellectual or analytical in character, requiring advanced knowledge. Assignments are broadly defined and require judgment and creativity to complete.

Job Description:

The Program Officer will work in a team environment to design and implement the work under the purview of the GRP's Gulf Health and Resilience Board (GHRB). This work includes working with the Board members and staff team members to design programmatic activities, long-term plans, and projects and programs that deliver impact in Gulf communities. The incumbent will design, manage, and execute a variety of activities including Gulf regional workshops, studies, evaluations, or other activities that contribute to building a lasting, positive impact on the health and resilience of the people of the Gulf of Mexico region.

The Program Officer is expected to carry out the roles and responsibilities of the job with minimal oversight by the Director or Senior Program Officer.

ESSENTIAL JOB DUTIES:

Program Management and Coordination

Work under the guidance of the Director or SPO to:

  • Engage academic institutions, governments, non-profit and community-based organizations in the Gulf region to build partnerships and engage networks that align GRP strategic objectives with local health and community resilience priorities.

  • Plan and conduct Gulf regional workshops and/or meetings. Coordinate with Senior Program Assistant on logistical arrangements for panel meetings, forums, and workshops;

  • Establish and implement methods to survey, track, or measure the progress of health or community resilience outcomes in Gulf communities, implementing surveys or other data collection efforts in communities, analyzing collected data, and summarizing results;

  • Provide oversight and guidance to consultants

  • Manage project budgets and activity portfolio

Research and Writing

Work under the guidance of the Director or SPO to:

  • Prepare background papers and technical summaries. Develop written products (e.g., reports, proceedings, white papers). Draft and edit materials for publication. For studies and other applicable programs, synthesize and edit research findings and technical data and determines the relevance of data for purposes of activity.

  • Support committee members, workshop participants, etc. in all aspects of work. For studies, assistance is provided in preparing the draft report, including writing sections of report based on committee input and review and editing the report for format, consistency, and grammar.

  • Facilitate the response to internal and external review, responds to comments and concerns of editors, and prepares the final manuscript for publication.

  • Manage dissemination of reports and other types of publications. Assists in managing report production activities.

    Identifies and engages external organizations in dissemination. Prepares dissemination materials. Conducts dissemination meetings.

Collaboration and Learning

  • Learn from the Director and staff and apply knowledge to the assigned tasks.

  • Collaborate with team members to enhance your skills and knowledge.

  • Attend training sessions and workshops as needed.

JOB SPECIFICATIONS

Required Knowledge, Skills, and Abilities: Advanced knowledge of public health and community resilience within the context of climate change, disasters, and/or environmental health.

Knowledge of major public health, climate, and disaster resilience challenges and priorities in Gulf coast communities is strongly preferred. Experience developing and implementing projects that require IRB approval. Experience in social science research methods; designing, implementing, and managing public health-related projects; and collecting and analyzing qualitative and quantitative data.

Experience with community engagement methods and meeting facilitation is preferred. Strong program/project management skills. Ability to understand and communicate technical/scientific issues with diverse audiences.

Ability to solve intellectual problems that are varied and complex using originality and ingenuity. Ability to operate using appreciable latitude for independent judgment and action. Ability to manage and develop projects.

Ability to work successfully in a team environment and to form and maintain effective teams. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers, employees in other National Academies' departments, and external constituents through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of staff and constituents.

Minimum Education/Training Requirements: Master's degree in relevant field.

Minimum Experience: Three years of related professional experience. Demonstrated basic proficiency in conveying scientific/technical/policy information in verbal and written form.

Preferred Education: Ph.D. in related field preferred.

Physical Capabilities: Ability to work at a computer for extended periods of time. Ability to travel by air and ground transportation.

Required Licenses, Certification or Registration: None.

Supervisory Responsibilities/Controls: Typically reports to senior program officer or director.

General direction is provided. Supervises project/program staff with minimal oversight by director/senior program officer.

Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs.

An estimated compensation range for this position is $88,450 - $110,560. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range.

Work Environment: Hybrid Office/Telecommute environment, expected onsite percentage 20-40%, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations, primarily in the Gulf of Mexico region. Off-site and teleworking environment may be considered from an approved location.
