Defense Intelligence has a unique opportunity for a high-speed individual to serve as Program Manager for a portfolio of three distinct contracts. The Program Manager will provide supervision and leadership for the portfolio to include day-to-day personnel management, program execution, financial reporting, and stakeholder management. Additionally, the Program Manager will function as a SAR/MTI Subject Matter Expert responsible for overseas deployment management, scheduling, and technical reach-back support as needed. This position is located in McLean, Virginia but requires periodic overseas travel to hazardous locations.

As Program Manager, the selected candidate will:

  • Provide financial management for assigned portfolio ensuring program objectives are met

  • Conduct in-depth contract reviews with upper management and external stakeholders

  • Manage deployment schedules

As the SAR/MTI Subject Matter expert, the selected candidate will:

  • Augment as an onsite analyst/FSR as needed in multiple locations

  • Exploit MTI/SAR data with use of multiple intelligence analysis sources, create and disseminate intelligence products

  • Provide support and troubleshoot radar/network issues

This position will be located in either McLean, VA or Baltimore (Linthicum), MD and is in support of the Advanced Intelligent Systems operating unit within the Advanced Technologies business unit of the Engineering, Sciences, and Technology division. The role's primary responsibilities are the capture and execution of research and development programs leading to mission-relevant advances in the fields of artificial intelligence, machine learning, autonomy, and cognitive systems. Additional roles and responsibilities include: * Directs all phases of programs from inception through completion * Responsible for the cost, schedule and technical performance of company-funded Internal Research and Development (IRAD) programs and Government-funded Contract Research and Development (CRAD) programs * Participates in the negotiation of contract and contract changes * Leads technical teams in creating innovative solutions to next generation system challenges related to emerging threats * Leads proposals and capture teams for next generation systems from R&D organizations such as DARPA, ONR, and AFRL. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract * Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance * Establishes design concepts, criteria and engineering efforts for product research, development, integration, and test * Develops new business or expands the product line with the customer * Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. Basic Qualifications: * Bachelor's Degree and 10 years of experience in a technical work environment * Minimum of 5 years leadership experience * Experience with autonomous, cognitive, and artificial intelligence systems such as robots, UAVs/drones, etc. * Excellent communication and interpersonal skills * Ability to effectively work within a team environment * Active DoD Secret clearance or higher Preferred Qualifications: * PhD Degree in a relevant field of study * Direct experience on advanced system development programs and/or advanced autonomous systems, such as on DARPA, IARPA, or DoD Service Labs programs * Principal Investigator, Engineering Management, or IPT leadership experience * Active DoD Top Secret clearance Northrop Grumman is committed to hiring and retaining a diverse workforce.
