Sayres is seeking an experienced Project Lead/Strategic Planner to support our client in Quantico, VA. The strategy planner must have at least 15 years' experience as a strategic planner and be knowledgeable of the challenges facing government organizations in creating and executing strategic plans.

Responsibilities

The Program Manager/Strategic Planner will be responsible for:

  • Lead and facilitate strategic planning activities with senior and mid-level leaders throughout the Defense Security Service (DSS).

  • Administer and analyze the results of climate surveys to the DSS workforce.

  • Provide project management support including the planning and execution of the DSS Senior Leader Annual Meetings (SLAMs) and Mini-SLAMs.

  • Provide support to the Strategic Management Office (SMO) in the performance of activities involving the DSS senior leaders and management in performance of strategic management activities.

  • Provide executive leadership coaching to senior executive service members and senior leaders at DSS to achieve leadership alignment around DSS' goals and common purpose.

Qualifications & Clearance Requirements


Education, Work Experience, Skills and Clearance

Requirements:
  • Masters' degree with at least 15 years' experience as a strategic planner.

  • At least three (3) years' experience in DSS or in some element of industrial security.

  • Knowledgeable of physical, cyber, and personnel security requirements of the National Industrial Security Program Operating Manual (NISPOM).

  • Certification as either an executive leadership coach or as a certified and trained facilitator.

  • Excellent oral and written communication skills.

  • Ability to gain trust of senior leaders.

  • Current Secret security clearance. Clearance must be verified in JPAS prior to start date.

Highly Desired:

  • Top Secret Security clearance.

  • Program Management experience and PMP Certification.

  • Experience with Balanced Score Card Analysis.

Job Summary To provide a full range of CI analytic support to protect DoD RDA, S&T, DCIP/CoG, and CFIUS against FIE and other targeting. This includes, but is not limited to, expert CI advice and assistance in the accomplishment of CI missions in a wide range of CI activities. The project will also require partnering with field and national-level CI organizations to ensure identified threats to DoD RDA, S&T, DCIP/CoG, and CFIUS areas are identified and acted on expeditiously and are effectively focused to achieve the maximum desired effect of countering the threats and coordinating CI activities related to RDA, S&T, DCIP/CoG, and CFIUS with national-level organizations. Key Accountabilities * Provide comprehensive analytic assessments, operational opportunities, and recommendations in support of DIA and DoD CI efforts related to RDA, S&T, DCIP/CoG, and CFIUS threat issues. * Initiate, integrate, manage, assess, and provide focused advocacy for OCI programs, functions and mission activities. * Frequent interaction with national and DoD agencies, Office of the Secretary of Defense, Joint Staff, military departments, military CI services, unified commands, and contract support teams. Knowledge and Skills * The PM will be required to perform Senior Analyst functions. * Responsible for the performance of the work performed and quality of the work produced for this program. * Provide day-to-day planning and operational oversight of analysis and production missions and requirements. * Demonstrated program management experience. * Knowledge of DoD processes and terminology and experience planning, researching, writing, editing, reviewing, coordinating, and publishing all-source strategic products as well as experience working in an interagency environment. * Ability to independently research, write, and edit finished intelligence products that adhere to ODNI and DIA analytic tradecraft. The senior analyst shall also have knowledge of CI or RDA/S&T/DCIP/CoG or CFIUS issues. Experience and Education * Master's degree with a minimum of 2 years demonstrated program management experience; or a Bachelor's degree with 4 years demonstrated program management experience. * 2 – 4 years experience as a Senior Intelligence Analyst. * 2 – 4 years experience operating IC databases and analytical tools. * PMP highly desired.
