As part of the newly formed IT Divisional Planning team, this role on the Portfolio Management team is to manage reporting for the IT division. The portfolio of work will span across all IT sub-divisions and will have significant senior management exposure.

Divisional reporting will include design, development, testing and implementation of corporate and divisional projects.

  • Creating and producing integrated division level reporting on outcomes, resource utilization,

financials and performance.

  • Helping to shape and coordinate division level governance (including certain IT senior staff sessions)
  • Improving divisional annual planning process in partnership with Finance

Duties and Responsibilities:

  • Acts as the program leader by setting the direction, approach, and framework related to the implementation of identified initiatives. Monitors the progress of all workstream deliverables, and ensures the active management of all identified issues risks, and mitigation plans. As new workstreams are identified, ensured integration into the program.

  • Partners with senior leadership team to understand client and business insights, and develop transformation agenda and portfolio of initiatives

  • Ensures strong project management, execution, change management, communication, analytic, and design approaches are learned and applied by team

  • Provides thought leadership to guide program success and evolution. Informs strategy and ensures the program is setup for success based on understanding change functions, related partner groups and available resources at Vanguard.

  • Leads major initiatives and ensures initiatives have the resources, support, access, direction and decisions needed to succeed. Serves as departmental representative on broader related initiatives and informs the department of external impacts and influences.

  • Develops strategic relationships with leaders across Vanguard. Serves as a consultant and partner across divisions to help the program meet its goal. Manages relationships with key insight and change related partners.

  • Communicates clearly and effectively through informal and formal communications including e-mail, presentations, and one-to-one discussions. Ensures leaders and divisions are informed of key events and impacts.

  • Participates in special projects and performs other duties as assigned.

Qualifications:

  • Undergraduate degree. MBA degree preferred.

  • Minimum eight years of experience.

  • Ability to understand and diagnose complex business problems.

  • Strong program and project management plus change leadership skills.

  • Ability to evaluate issues and follow a structured approach to make sound decisions.

  • Ability to work in a fast paced environment across multiple initiatives.

  • Excellent verbal communication, writing and presentation skills.

  • Ability to interact effectively with all levels, influence and resolve conflicts.

  • Experience creating and comfort delivering executive-level presentations.

Primary Job Responsibilities * Lead multiple workflow program initiatives inclusive of Work View Program (FileNet), Open Text AppWorks (Process Suite) Program and SIM (Oracle Service Cloud) work flow platform. * Build and maintain an understanding of business processes and products across the Business Unit, establishing strong working relationships with counterparts across the functional areas. * Responsible for working with resource managers across the functional areas (Business Partner, Architecture, IT Operations and Business Systems Support Services) to identify the appropriate project resources needed, assembling the project team, assigning individual responsibilities, and developing a schedule to ensure timely completion of project. * Ensures that project team roles and project expectations are clearly communicated to all stakeholders including business subject matter experts and end users. * May be responsible for business relationship management and for influencing business partner requests and decisions through strong negotiation skills, and provide valued managerial expertise that support established standards (e.g., process, architectural, development, quality). * Demonstrates the ability to manage multiple projects and to influence to a positive outcome without escalation in either a change/grow or run environment. Run projects may include more interaction with different stakeholders across the enterprise, while change/grow projects may involve more interaction with business stakeholders. * Works with process management on the coordination and reporting of applicable project level metrics. * Manages business sponsorship expectations, understanding business drivers and, when required, negotiates changes to project scope, timing or resources to ensure that strategic solutions are delivered. * Develops and executes detailed work plans, schedules, project estimates, resource plans and status reports, issue management and risk mitigation in either a change/grow or run environment. Run projects may include more interaction with different stakeholders across the enterprise, while change/grow projects may involve more interaction with business stakeholders. * Works with process management (PMO) on the coordination and reporting of applicable project level metrics. * Ensures SOX compliance for all project related work * Responsible for delivering projects on time, with quality, within budget, and as per specification (adhering to architectural design), effectively monitoring risks, employing mitigation strategies where appropriate. * Effectively manages the project team(s), demonstrating the ability to coach, mentor and positively influence others, providing timely feedback to individuals and resource managers Job Qualifications * Bachelor's Degree, Master's Degree or Commensurate Experience * 10-15 years of experience in technology, business, management or project leadership (experience in the Financial Services industry a plus) * 8 years project management experience * Strong work experience in Agile Development Methodology * Strong experience managing in a matrix environment * Excellent management skills, including ability to execute and prioritize a number of tasks simultaneously, and experience managing cross-functional teams. * Proven financial management experience * Demonstrated experience in project management and/or team leadership with high quality (i.e. proven track record) * Results oriented and analytical with the ability to lead others * Innovative, flexible and adaptable * Excellent understanding of IT environments/technologies * Excellent written and verbal communication, relationship management, interpersonal, conflict and negotiation skills * PMI or PMP certification strongly desired * Familiarity with both Underwriting and Claims organizations is a Plus * Familiarity with Process Suite, FileNet and or Oracle Service Cloud solutions is a Plus * Prior experience working in / managing global teams is a Plus Chubb Malvern PA
