The incumbent serves as the Supervisory Program Manager/Deputy Director who provides leadership to the Aviation Property Management Directorate to execute and implement guidance regarding real and personal property management, facilities management, technical operations and space allocation for planned/modified administrative spaces. This position serves as the Deputy Director to the Aviation Property Management (APM) Director in the Federal Aviation Administration (FAA), Office of Finance and Management (AFN), Acquisition and Business Services (ACQ). The supervisory Program Manager/Deputy Director fully shares the responsibilities of the APM Director in the FAA/AFN/ACQ organization.

The Supervisory Program Manager/Deputy Director manages a multi-functional organization that is assigned complex projects and programs related to the accomplishment of the FAA's mission. In addition to responsibilities for providing cross-functional leadership and representing the FAA throughout the lines of business and staff offices, (s)he directs the delivery of high quality corporate services to an extensive, diverse customer base. The incumbent assists the APM Director with oversight of multiple support and other contracts, an Operations Budget over $100M, 2 Capital Investment Programs totaling over $50M, and a real estate portfolio containing dozens of GSA leases, over a hundred direct Operations-funded leases, and over 2,900 ATO-APM managed manned/unmanned facilities. The incumbent assists the APM Director in leading and directing a Headquarters and field workforce of over 200 employees, with direct reports being the 4 Division Managers (APM-100, -200, -300, and

  • 400). Furthermore, the incumbent interfaces with the Department of Transportation, the Department of Defense, the General Service Administration, and other Federal agencies.

Assists the APM Director in managing the DOT and FAA real property portfolio. Routinely scans external environments for best practices and business solutions.

Oversees the FAA's participation in the DOT's Asset Management Plan to ensure compliance with OMB policy. Provides close oversight in the development, maintenance, and execution of budgets for GSA rent, FAA direct leases, and information technology systems associated with real property management. Tracks performance metrics to ensure consistency with the policies that govern acquisition, maintenance, and disposal of real and personal property assets. Provides oversight of the FAA Real Property Portfolio to ensure adherence to management internal controls and to achieve cost efficiencies and savings.

Directs the planning, policies, and processes associated with FAA administrative office space. Implements and provides oversight of design, technology, construction, workspace and Computer-Aided Design standards and policies.

Provides FAA Headquarters operations and maintenance services to include safety and environmental compliance. Ensures an integrated master schedule of activities for properties is maintained to highlight opportunities of scope and scale, achieve cost efficiencies and savings, and mitigate operational risk. Provides oversight of the daily operation of the FAA Headquarters buildings.

Manages the APM senior managers and directs FAA personal property management. Establishes, coordinates, implements and directs personal property management policies, processes, and procedures. Provides direct support to the agency's capitalization initiatives, Inventory accountability, training, clean audit, fleet management disposals and evaluations.

Assists the APM Director with the implementation of corporate sustainability initiatives, to include high performance sustainable buildings, alternative fuel consumption, and transit benefit incentives. Communicates and collaborates in implementing plans associated with Departmental requirements for sustainability while considering cost efficiencies and savings.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K / FG/GS-15. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience in personal property or facilities management in a large organization, to include familiarity with real and personal property procurement, maintenance (to include renovation/remodel/repair), and disposal issues.

Experience in applying proven portfolio management techniques and maintaining budgetary controls of the entire asset portfolio to achieve cost, schedule and performance results consistent with annual business plan and agency goals. Experience with advancing innovative cost efficiency and sustainability initiatives from concept to completion.
