We are seeking a Program Manager to join our team and support our client in the Washington DC metro area. The Program Manager must have at least 15 years of experience involving Information Technology agile methodologies and related systems supporting federal customers. The ideal candidate will have Department of Homeland Security (DHS) Customs and Border Protection (CBP) or related experience. The ideal candidate will be responsible for all relevant program(s) oversight, resource management, risk management, service delivery, customer relationship management, service operations, and incident management.

Essential Duties and Responsibilities:
Program Manager will lead a team of senior, experienced staff, providing services to Unissant's customer.
Program Manager will develop, update and maintain the program plan to ensure timely delivery of IT, consulting or other services and adequate resource allocation.
The PM will work with individual Project Managers to manage P&L, budgets and forecast through financial controls as well as establish and implement metrics and key performance indicators to manage various projects and report results to senior management and the customer.
Responsible for transition planning and execution of multiple initiatives, advising customer on strategy and present complex ideas and IT solutions to large number of government officials, including business stakeholders.
Responsible for management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills across projects.
Work with government contractors, Unissant Project Managers and Contracting Officer Representatives for oversight and milestone delivery of projects.
Effectively communicate and keep Unissant management and client stakeholders aware of project status, budget utilization, issues, risks, and successes. Escalate critical items appropriately.
Identify critical success factors at onset and throughout program lifecycle and ensure removal of barriers to success.
Identify and communicate the project's business benefits to project teams and the client stakeholders to create a unifying sense of direction and purpose.
Identify and champion opportunities to expand the business benefits of the program beyond current scope by developing business cases that qualify and quantify the anticipated return on additional client investment.
Manage an IT Portfolio of critical mission systems.
Responsible for Subcontract management.
Must be a Program Manager with at least 10 years of experience working in large IT service organizations or programs
Must have Big Data Services (BDS) experience
Must have at least 10 years of experience interfacing with clients at the management level, and have proven experience managing client expectations & relationships
Experience with Data Management, Big Data Services, Standardized Data Enrichment, Optimized Data Storage, Enhanced Data Exploration, and Data Discovery Subscription Based Data Feeds
Must have proven experience with conflict resolution and demonstrated strengths in organizational skills required in selecting, motivating and developing support staff.
Demonstrate proven track record to identify potential operational and process risks and formulate/implement effective mitigation plans
Experience implementing agile methodologies
Experience in developing and maintaining plans such as Program Management Plan, Monthly Progress Report (MPR), Subcontractor Expenditures Plan, Contract Work Breakdown Structure (CWBS) and System Sustainment Plan
Experience in supporting systems utilizing COTS products in both Infrastructure and Application Development environments
At least 5 years' experience managing a team of engineers in the full ADP lifecycle in software engineering
Knowledge of IT Agile Methodologies
Knowledge and familiarity of migrating applications to the cloud, Oracle Exadata, and scalable micro-services for search and data retrieval as RESTful services,
Knowledge of framework for stream-based processing (i.e. Kafka Streams), ingestion and management of log data, common enrichments on all BDS datasets using scalable microservices and optimizing data formats.
Knowledge of Homeland Security Systems preferred

Certificates, Licenses and Registrations:
Project Management Professional Certification (PMP) - required
ITIL v.3 Foundations, Intermediate or Advanced preferred
Top Secret preferred (or clearable to TS)
Excellent verbal and written skills, ability to present proposals and performance data, comfortable interfacing all levels of organization
Ability to write clear and concise creative content in a highly confidential manner
Mainly sedentary; in an office environment.
May be required to lift up to ten (10) pounds
