VT Group is seeking Program Manager located in Virginia Beach, VA.


  • Perform task order responses to include shaping responses with key win themes and solutions for C4ISR.

  • Leverage partnerships with key stakeholders and customers.

  • Develop relationships with team partners,.

  • Manage the recruitment of key personnel for responses.

  • Oversee the execution of award.


  • EDUCATION: Bachelor of Science Degree in Electrical, or Mechanical Engineering, or Physics from an accredited four (4) year engineering college or university, or a Technology Degree in Electrical, or Mechanical Engineering from an accredited four (4) year college or university.
  • GENERAL EXPERIENCE: At least ten (10) years engineering experience within the last 20 years in design, installation, operation, repair and maintenance of Navy Combat, ASW, USW, MIW, or C4I systems.
  • SPECIALIZED EXPERIENCE: Eight (8) years managerial experience within the last 15 years involving direct control and responsibility over subordinate groups working in an engineering discipline. The management experience must include defining project objectives and requirements, directing, coordinating and completing project efforts, interfacing with government personnel, and providing progress reports. Three (3) years of experience with Navy program management support relating to technical assists, ship repair, availability, planning and TYCOM operations.

SUMMARY of POSITION The Senior Program Manager will manage federal, health information or information technology project(s) ranging in size from $1M to $15M annually and provide leadership and guidance to project teams of 25 to 150 administrative, professional and SME resources. The position works with moderate guidance and is responsible for applying project management knowledge, skills, tools and techniques to ensure all aspects of a project are successfully delivered. The project manager will lead individual contributors, small teams, and matrixed functional resources in identifying, developing and delivering moderate to complex deliverables to the customer and will provide direct oversight, verification and validation of those deliverables. ESSENTIAL DUTIES and RESPONSIBILITIES * Responsible for initiating, planning, monitoring, controlling and closing all activities and deliverables associated with project or contract requirements. * Responsible for overseeing, verifying and validating key milestones and deliverables. * As the primary customer point of contact, ensures strong customer relationships by ensuring proactive, collaborative and responsive project management communication, planning and control activities are completed in a timely, accurate and consistent manner. * Responsible for developing, editing, completing various project deliverables such as; Project Management Plans, Risk Management Plans, Change Control Plans, Quality Assurance Plans, weekly Status reports and ad-hoc reports or presentations. * Ability to influence collaborative relationships amongst customers, internal/external technical SME's and functional groups. * Demonstrated teamwork and team building skills in producing results and meeting organizational objectives. * Anticipates business or technical issues or concerns and develops risk mitigation plans. * Strong ability to develop, review and analyze data, trends, forecasts, reports, and derive a situational and/or analytical perspective. * Responsible for integrated program schedules, data integration, tracking and reporting of project metrics and quality performance requirements. Develop and implement corrective actions and incorporate lesson learned into ongoing project activities. * Ensures effective program management through adherence to contractual, schedule and budgetary requirements. * Regularly briefs internal and external leadership on program status. Must have persuasive presentation and interpersonal skills. * Assists the customer in optimizing all policies and procedures associated with the scope of the contract work leveraging both technological and industry best practices. * Provides the customer with a logical work breakdown, key milestones, and dependencies during transition and deployment. * Addresses critical issues and leads the team to develop action plans to improve performance. * Participates in program planning efforts; directs all phases of programs throughout the program lifecycle. * Oversees and approves task planning on programs including resource requirements and effort estimates related to program performance. * Thorough understanding of business systems, financial plans and controls, federal contractual terms and regulatory / compliance requirements. * Ensures proper staffing levels are met and maintained. * Establishes goals and objectives required to complete programs. * Travel for customer engagement and program execution as needed. QUALIFICATIONS * Bachelor's degree from an accredited university in Business Administration, Health Information Systems, Information Technology, or related field. Equivalent experience may be considered. * Minimum of 10 years of project or program management experience in health information, information technology or related project or program. * Recent experience managing a team of at least 50 personnel and annual contract of at least $10M. * Demonstrated ability to produce and deliver clear, concise, relevant and accurate project documentation such as plans, reports, presentations and briefings to peer and executive level internal and external customers. * Advanced ability to formulate and communicate project specific; thoughts, ideas, plans, responses and issues both in both verbal and written forms internally and externally. * Proficient in Microsoft Office applications. * PMP certification required.
