Description of Job

The Program Manager role reports to the the Sr Director of Infrastructure Operations and assists, drives and coordinates the Performance Improvement Program framework. The performance improvement framework and associated focuses consist of 3 - 5 Five Year Roadmap Planning, Dashboard Development & Sustainability, Metrics, Resource & Workload Management, Process and Workflow Improvement and Operational Transformation of Infrastructure Operations. The Program Manager is accountable to develop new related initiatives to support the direction of the organization, implement long term goals and objectives to achieve the successful outcome of the program, and to develop funding proposals for the program to ensure the continuous delivery of services.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Bachelor's degree from an accredited college or university in business, management, information technology, computer science, or related field

  • A combination of eight (8) years total of IT technical experience (i.e. programming, network architect) or Technical IT Project management or program management.

  • Minimum two (2) years as a program manager or four (4) years of managing large, complex projects

  • Strong relationship building and management skills

  • Strong orientation toward collaboration and communication

  • Strong organizational, prioritization and leadership skills

  • Strong vendor management skills

  • Ability to earn trust and respect from a challenging customer base

  • Ability to quickly assess project issues and correct them through coaching and mentoring.

  • Hands-on experience in project/program/portfolio resource planning, reporting, prioritization, and budgeting

  • Experience leading projects and programs within and outside IT and with external providers

  • High familiarity with a variety of infrastructure operational methodologies such as workflow, tiered support, service modeling, etc.


  • Additional education/certifications can substitute for experience at the discretion of the hiring manager.

  • Additional experience can substitute for education on a one-for-one basis at the discretion of the hiring manager.

Preferred Qualifications:

  • Master's degree from an accredited college or university in business, information technology, computer science or related field.

  • Technology related program management

  • Public sector work experience

  • Relevant IT certifications (e.g., ITIL, Service Management, Lean, Six Sigma, etc.)

  • PMP certification
