The IT Consultant role is responsible for establishing a governance process for our client, administering a strategy for a Data Management program based on the outcomes of a data management/strategy assessment. This role requires expertise in data management, strategy development, and project management to ensure alignment with legislative mandates and organizational goals. This position will be remote with infrequent travel.

Responsibilities:

  • Develop and implement a strategic plan for the establishment of a data management governance process, leveraging data analysis techniques and expertise in data governance frameworks.
  • Lead the planning, execution, and completion of data management projects, utilizing data analytics tools and methodologies to drive insights and inform strategic decisions.
  • Coordinate with relevant stakeholders to gather data requirements and facilitate communication throughout the project lifecycle, employing data visualization techniques to enhance stakeholder understanding and buy-in.
  • Monitor project timelines, budgets, and resource allocations using data-driven metrics and analysis to ensure projects adhere to schedule and budgetary constraints.
  • Prepare and distribute quarterly reports for stakeholder groups, incorporating data visualization and analytics to provide insights into project progress and compliance requirements.
  • Collaborate with internal teams and external vendors to ensure project quality and adherence to State standards and policies in data management practices, leveraging data governance principles and practices.
  • Implement a portfolio quality and project assurance function utilizing data quality assessment tools and methodologies to identify and mitigate risks, resolve issues, and ensure project success in data management initiatives.
  • Oversee the benefits realization process, tracking and measuring project outcomes using data analytics techniques to ensure the delivery of expected benefits from data management efforts.
  • Provide leadership and support to project teams, fostering a culture of data-driven decision-making, accountability, transparency, and continuous improvement in data management practices.
  • Stay informed about emerging data technologies, industry trends, and best practices in data management and IT project management, leveraging data analysis and data science techniques to drive innovation and efficiency in governance processes.
  • Develop and maintain reports, dashboards, and data visualizations to communicate findings to stakeholders.
  • Conduct statistical analysis and modeling to support decision-making and business objectives.
  • Collaborate with cross-functional teams to understand business requirements and provide data-driven solutions.
  • Identify opportunities to improve data collection and analysis processes.

Requirements

Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field; Master's degree preferred.
  • Proven experience in program or project management, particularly in the public sector or government agencies, with a focus on data management initiatives.
  • Strong understanding of IT systems, data management principles, and technology modernization strategies.
  • Excellent communication skills with the ability to interact effectively with diverse stakeholders, including legislators, executives, and technical teams.
  • Demonstrated leadership capabilities with a track record of successfully managing complex projects and driving organizational change in data management practices.
  • Proficiency in project management tools and methodologies, such as Agile or Waterfall, and familiarity with portfolio management practices.
  • Experience in budgeting, financial management, and resource allocation within a public sector environment.
  • Ability to analyze data, identify trends, and make data-driven decisions to optimize project outcomes in data management initiatives.
  • Certified Project Management Professional (PMP) or equivalent certification is a plus.
  • Strong commitment to integrity, transparency, and accountability in managing public funds and resources in data management governance.
