Benefits to You

Position Highlights
The Polk County Circuit Court in Dallas, Oregon, is hiring a part-time Specialty Court Manager (Program Manager).
In this role, you will assist judges, specialty court program participants, and other interested parties navigate our specialty court programs, including Behavioral Health (Aid and Assist) and Family Treatment Court. You will develop future specialty court programs and treatment plans, deliver and coordinate services and day-to-day case management, and monitor program participants' compliance with program requirements and policies.
You will track and analyze specialty court data, monitor dashboards for key performance indicators, prepare program-related statistical and informational reports, forecast trends, provide feedback on the effectiveness of the program, and help implement program changes and improvements. You will also prepare written documentation and process manuals for the programs, update user policies, procedures, program forms, and other related documents, oversee specialty court program operations, and keep abreast of changing legal and procedural requirements.
Additionally, you will attend court sessions, coordinate and prepare specialty court dockets, provide early court intervention for defendants, establish case plans, and plan specialty court program recognition and graduation ceremonies. For Aid and Assist cases, you will maintain lists of secured residential treatment facility residents, Oregon State Hospital placements, and pending transports, as well as in-jail and out-of-custody defendants. You will also review case information in the case management system to ensure compliance with laws and the timeliness of hearings.
Collaboration is a key part of this role. You will work closely with the Trial Court Administrator, state court administration, judges, managers and supervisors, and court staff. You will liaise with program participants and their families, justice partners, the county, treatment service providers, local behavioral health agencies, community partners, attorneys, and the Oregon Health Authority to facilitate the exchange of information and to resolve issues. You will also explain program goals and initiatives to interested parties.
Part of your time will be spent participating in, or staffing, local and statewide internal and external committees to further the specialty court programs' mission and goals. You will also facilitate specialty court staff meetings.
Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified applicant must have a bachelor's degree in business or public administration, behavioral or social/human services, or a closely related field.
AND
Have at least four (4) years of increasingly responsible technical or professional-level program experience that typically supports the knowledge, skills, and abilities required for the position.
OR
Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.

Working Conditions
This is a part-time position (.5 FTE, 20 hours per week). The work schedule is to be determined with some flexibility but will typically fall between 8:00 a.m. and 5:00 p.m., Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 20 per workweek.
Occasional evening, weekend, holiday, or overtime work may be required.
Travel to attend training sessions, committee meetings, and other events may be required, including overnight travel or travel in inclement weather.
Work is performed in a complex, fast-paced setting.
This position requires frequent public speaking in front of groups of various sizes.
Frequent phone and in-person contact with people from diverse backgrounds.
Frequent phone and in-person contact with people who may be facing challenging life circumstances, highly stressful situations, or trauma-including hostile litigants and high-risk defendants.
Long periods of sitting or standing.
