We're looking for a Program Manager to run the day to day operations of one of our Navy Programs. The right candidate will be very organized and be a good communicator. This positions requires that the candidate is comfortable interacting with senior leadership, government representatives, and technologists and is able to build working, trusted relationships with all involved stakeholders. Must be able to quickly adapt to evolving, fast-paced environments and work with technologists on delivering cutting edge technologies.

Compensation: Between $100,000 - $130,000 depending upon qualifications


  • Oversee contractor personnel program/project operations, organize, direct and coordinate the planning and production of all contract and subcontract support activities. Regularly briefs senior government leadership on program status and milestones.
  • Supervise personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress.
  • Manage acquisition and employment of program/project resources and control financial and administrative aspects of the program/project with respect to contract requirements.
  • Attend and contribute to meetings on a myriad of different technology and programmatic topics
  • Ability to obtain and maintain a SECRET level security clearance.
  • Applied knowledge of Microsoft Office software.
  • Highly self-motivated and directed, with a keen attention to detail.
  • Demonstrated leadership abilities.
  • Strong interpersonal, written, and oral communication skills.
  • Capable of representing the company to clients and partners.
  • Demonstrated professional experience in Program Management role in Defense Acquisition

To learn more, visit Responsibilities Overall Responsibilities: PCG is seeking a dynamic, highly skilled, and experienced Program Manager with an interest and background in public service to lead our San Diego, CA CalWORKs Welfare-to-Work/Refugee employment services and child care payment program, an operation that provides a variety of human services to more than 5,000 program participants at four offices within the county of San Diego. The Program Manager will be responsible for setting and overseeing the strategic direction of the operation, maintaining strong client relationships, overseeing project performance, and professional development of the program leadership staff. This role is ideal for the public-sector leader with significant senior-level experience overseeing successful projects and/or complex operations and have several years of experience as a direct manager. Candidate will supervise approximately 6 program leads and maintain oversight for nearly 250 staff. Specific Responsibilities: Responsible for the overall direction, coordination, and oversight PCG's CalWORKs Welfare-to-Work/Refugee Employment Services and child care payment operations contract in San Diego County (California) ensuring consistency with company strategy, strong relationships with our client and the community, and excellent performance. This will include: * Client Engagement and Management: Candidate will develop and maintain strong relationship with PCG's client and related stakeholders; * Strategic Management and Leadership: Candidate will set the vision for our program and establish processes and procedures to achieve high levels of performance; * Operation Management: Candidate will be responsible for oversight of the program, assuring that operation and performance standards are met; and * Contract Management: Candidate is responsible for effective oversight of a large human services operations contract, will oversee a Leadership Team of six, and be responsible for oversight of operations, finances, performance, and human capital development. Ideal Characteristics and Attributes: * Positive and effective leader of people; * Takes a "systems thinking" approach to problem solving; * Utilizes data and facts effectively to advance solutions; * Output and outcomes focused; * Adept at the various aspects of project, program, or operations management. Human capital management, resource management, customer service, budgeting, etc.; and * Has previous experience in related Human Services programs (CalWORKs/TANF, child care, etc.) and bilingual in Spanish, Arabic, or other language commonly spoken by clients (desired but not required). Qualifications Required Skills: * Demonstrated ability to establish and maintain professional relationships with federal, state and county agencies as well as the public; * Demonstrated ability to develop and grow staff professionally and helping staff maximize their career potentials; * Excellent problem solving, decision making, and organizational skills; * Strong verbal and written communication skills; * Demonstrated ability to work across all levels of management and staff; and * Demonstrated ability to lead a large operations project independently with minimal supervision and oversight. Required Education and Experience: * A Bachelor's degree or higher preferably in business, business administration, social work, public policy, or other closely related fields.
