Position Summary

The Strategy, Planning, and Operations department establishes the vision for building partnerships and stakeholder engagement efforts with students, faculty, and staff; this team aligns and manages the IT roadmap, portfolio, programs, and projects with university priorities; and enables an integrated and collaborative approach to organizational change management and communication efforts to meet the needs of the university while recognizing the unique requirements of UCLA's different schools and units. The department also manages organizational initiatives and efforts, including general administrative functions, internal communications, talent management, and culture development. The Enterprise Project Management office operates as a centralized strategic IT function that works with IT executives and key university decision makers to provide organization-wide support for all project, program, and portfolio planning and management activities.

The Program Manager, Security & Network Transformation oversees the IT project managers for security initiatives, programs, and projects, in support of the the Security & Network Transformation Program. This role manages strong business relationships with customers, partners, and key stakeholders in alignment with organizational strategy and business.

The Program Manager, Security & Network Transformation will be accountable for quality delivery from a team of IT project managers within UCLA's EPMO, Security & Network Transformation Program team, ensuring that portfolio/program/project sponsorship, strategy, scope, schedule, and budget targets are defined and achieved. In alignment with the business and Portfolio Management, the Program Manager develops and implements a consistent project management approach that promotes business value, innovation, customer satisfaction, alignment, priority, resource management, risk management, methodology, compliance, and key performance indicators. Importantly, the Program Manager, Security & Network Transformation is an enthusiastic change agent who manages ambiguity and influence in a federated organization.The Program Manager will positively impact UCLA's operations and culture by enabling University stakeholders to effectively leverage data and insights in service of the institution's academic mission.

This team member will advance the University's mission by delivering exceptional information technology services comprehensively and consistently across faculty, staff, and students. This role will execute UCLA's vision while modeling UCLA's culture and values.

Salary & Compensation

  • UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

Qualifications

5 years Experience working in one or more of the following fields: project management, information technology, data services, application services, IT service management, or related field. (Required) 2 years Experience leading teams in a management or leadership role, particularly in a fast-paced, service-oriented environment. (Required) Significant experience working in a project-based environment using leading project management practices including schedule management, status reporting, and communication of project risks and issues. (Required) Extensive experience solving technical and non-technical problems; able to delegate development to solutions when appropriate to the proper resources. (Required) Experience operating as a point of escalation. (Required) Demonstrated experience providing inclusive leadership of others, cultivating an inclusive environment that values equity, diversity, inclusion and belonging. (Required) Has demonstrated experience leading staff in an ever-changing, fast-paced technical environment. (Required) Experience leading teams in a management or leadership role, particularly in a fast-paced, service-oriented environment. (Preferred) 7 years Experience working in one or more of the following fields: project management, information technology, data services, application services, IT service management, or related field. (Preferred) 5 years Experience leading teams in a management or leadership role, particularly in a fast-paced, service-oriented environment. (Preferred) Advanced knowledge of and experience using technical project management principles, theories, and concepts. Mastery of best practices in project management discipline. Significant experience working in a project-based environment using leading project management practices. (Required)Knowledge of security control frameworks and/or security control implementation. (Required)Demonstrates ability to delegate, track project progress and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within and outside the unit. (Required)Solid understanding of how programs relate to other business strategies and initiatives. (Required)Advanced written and verbal communication skills and is able to communicate work assignments to medium-sized teams. Demonstrated experience presenting complex technical information to audiences of technical and non-technical stakeholders. (Required)Demonstrates ability to delegate, track project progress and oversee assignments to ensure success. (Required)Able to lead data gathering efforts seeking information from multiple and diverse sources. (Required)Inspires creativity in others and advises teams on industry-leading practices, such as the incorporation of new technologies or processes. (Required)Demonstrated success working within higher education information technology. (Preferred)

Education, Licenses, Certifications & Personal Affiliations

Bachelor's Degree Information technology, computer science, public administration, business administration, communications, or equivalent experience/training. (Required) Master's Degree Information technology, computer science, public administration, business administration, communications. (Preferred) PgMP, PfMP, Agile Scrum, LEAN Six Sigma, ITIL, and/or OCM certification (Preferred)

Special Conditions for Employment

  • This position is eligible for a hybrid work arrangement that includes regular visits to campus as needed (for those who work remotely, travel/lodging expenses are not eligible for reimbursement).

This position is a contract-appointed position which includes standard university health and wellness benefits; anticipated duration of the position is two years.

The full range is provided; however, actual salary offers will take into account the wide range of department and candidate experience factors. The anticipated salary range is $134,661 to $157,048. It is not typical for an individual to be offered a salary at or near the top of the range for a position.
