As Quality focused Program Manager, you will be responsible for working with EN leadership team in large transformation of development/engineering quality metric, definition and improvement programs and initiatives. During this transformation, there is a need for someone who can tackle the role of a process & innovation champion who can do assess quality practice, process definitions, optimize current processes, modernize the way requirements and development process happens to effectively build efficiency in the development community.

Key Responsibilities:

  • Understand the quality of product paradigm and be able to assess the issues and provide pro-active leadership role to mitigate the risks and issues

  • Be able to define and standardize the quality practices and behaviors of development/engineering community

  • Be the champion to drive the quality culture across the organization and understanding of Cisco quality tools and process is a preferred

  • Understand the data analytics, build the predictive models based on history and simulations

  • Provide mentorship on process improvements, team effectiveness and technical solutions around software engineering practices.

  • Process simplification and process design for interpersonal and process change management for software engineering organizations

  • Ensure that the team maintains compliance with Change Management, Software Development Life Cycle and development standards including leading reviews, developing, and reviewing implementation plans and contingency plans.

  • Development and Delivery of Communication plans to ensure partners are prepared for change.

  • Support Product and Engineering teams in the operation of the process and use of tools

  • Coach and mentor other team members in our Quality & Process Transformation

  • Organize and facilitate planning, review, demo and other meetings as needed

  • Develop documentation and training material, and conduct training/coaching sessions

  • Maintain confident, well-informed, data-centric points-of-view to challenge entrenched views and bring in new ideas & creative solutions

  • Enthusiastically engage with partners to build consensus around actions. Make recommendations and inspire change across multiple levels of the organization.

Who You Are -

Qualifications:

  • Demonstrated experience in designing, implementing and improving business service capability and end-to-end processes.

  • Software Engineering and software product development practices experience using Agile methods.

  • Experience of Technical Program Management

  • Experience of solid technical process background when it comes to software engineering services

  • Experience demonstrating industry standard methodologies in the areas of Business Architecture, Business Process Management, Continuous Improvement, Business Process Outsourcing and/or Change Management.

  • Expertise in modeling techniques to capture process, business rules, requirements, information flow, etc. Examples include BPMN process models, use cases, class diagrams, state diagrams, fishbone diagrams, etc.

  • Proven track record of driving transformation of delivery through adoption of Agile development practices

  • Experience modeling business processes using a variety of tools and techniques

  • Excellent experience in agile/scrum methodology, SAFe (Scaled Agile Framework), and DevOps

  • You've two full end-to-end Agile Transformation experience as process architect

  • Bachelor's Degree (B.A./B.S.) in Computer Science, Engineering, or related field

  • 10+ years of experience in software development and engineering program management

  • Experience in SDLC / Methodologies, including Agile, waterfall and hybrid methods

  • Experience leading process transformation / change management efforts

  • Process re-engineering, simplification, value stream mapping

  • In-depth experience in lifecycle management tools (examples: CA Agile Central (Rally), Atlassian suite including Jira, Confluence, Bitbucket, GitHub)

  • Prior Experience as an Agile process coach is an advantage

  • `Good knowledge of Networking Technology & products, and ability to understand technical issues at a high level in collaborating with Engineers and Product Managers

SUMMARY: The Construction Program Quality Manager (CPQM) will establish and maintain the overall policies, functions, processes, procedures, tools, and responsibilities for successful oversight of capital projects in construction (for projects overseen by Capital Delivery Department). The CPQM will work with Capital Delivery Managers/Engineers and District staff to evaluate and determine the oversight needs for projects, coordinate the staffing for and oversee activities during construction to consistently ensure high quality projects that are in compliance with plans and specifications and meet the needs of operations. The CPQM will also be responsible to complete constructability reviews of project designs, participate in value engineering sessions, lead construction training/development and play a role in the continued refinement of standard plans, specifications and construction contracts. This position may be located in San Jose, Bakersfield or Torrance, and will oversee these functions throughout California. ESSENTIAL FUNCTIONS: * Establishes and maintains construction phase policies, functions, processes, procedures, tools, and responsibilities for successful oversight of capital projects * Evaluates and determines the construction phase oversight needs for projects, coordinate the staffing for and oversee activities during construction to ensure a high quality project that is in compliance with plans and specifications and meets the needs of operations * Works with district inspection staff and electricians; establishes and oversees a team of outside inspectors to support the projects as needed * Establishes and oversees a team of outside inspectors to support projects as needed * Responsible for completing constructability reviews of project designs * Leads and participates in value engineering sessions * Leads construction training/development of engineering department staff * Continuously review and refine standard plans, specifications, and construction contracts * Participates in a wide range of construction inspections services and activities * Inspects work performed to ensure it meets Cal Water plans and specifications * Ensures that all work is performed in a safe manner and as required by the state, county, and other governing agencies * Participates in and supports the Company's Continuous Improvement program and projects * Performs other duties as assigned MINIMUM QUALIFICATIONS: * Bachelor's degree in engineering, sciences or related field or equivalent experience/specialized training in construction management and inspection * Five (5) years of public utility construction experience with emphasis on construction management and inspection. * Water industry experience preferred * Grade D2 Water Distribution and T2 Water Treatment Operator Certifications * ACI Concrete field testing technician Grade I certificate or equivalent.
