The Program Manager coordinates and manages administrative functions to advance and support the strategic direction of the Ambulatory division. This position, in partnership with Practice/Clinical Managers, formulates and leads ambulatory projects. Related tasks include, but are not limited to, facilitation, project management tracking, role clarification, process and workflow design, procedures and policy development, and implementation support. To advance the development and implementation of projects and initiatives, this position generates and manages critical performance and project dashbords to ensure, at all times, the Ambulatory division understands progress on established goals, projects, targets and initiatives. Additionally, the positions provides basic clerical support to the SVP Ambulatory, including, but not limited to, calendar management, budget management, meeting coordination, vendor management/monitoring, filing and organizing documentation.


  • Bachelor's Degree in Business Administration, Healthcare Management, or related field is required.

  • Master's degree is strongly preferred.

  • A combination of education and/or experience may be considered in lieu of the degree when the experiences are directly related to the functions of the position.

  • Three to five years of experience in a healthcare setting is required.

  • Must be proficient and demonstrate a working knowledge of Microsoft Word, Excel, PowerPoint, and Access software programs.

  • Must possess strong presentation, communication, and time management/organizational skills.

  • Mechanical / technical skills and an analytical mindset are required.

The Data Manager discovers efficient ways to organize, store and analyze data with attention to security and confidentiality. The Data Manager should be able to grasp the complexity of data management. The Data Manager works closely with Programs' Directors and their designated project leads, and Country Representatives and their project leads. The Data Manager reports to the VP, Health Programs.</p><p>FORMAL JOB DESCRIPTION:</p><ul><li><p>Reporting to the Vice President of Health Programs, the Data Manager oversees the development and use of data systems for The Carter Center.</p></li><li><p>Discovers efficient ways to organize, store, and analyze data with attention to security and confidentiality.</p></li><li><p>Works closely with Program Directors and their designated project leads, and Country Representatives and their project leads.</p></li><li><p>Creates standard operating procedures for efficient and secure data management and analysis with attention to all technical aspects.</p></li><li><p>Works closely with programs to create and effectively manage program data bases utilizing various software with integrative data collection capabilities.</p></li><li><p>Works closely with programs to provide data reports as requested.</p></li><li><p>Works with program staff and field staff to create project specific analytic datasets. Works closely with the programs to respond to internal and external data requests.</p></li><li><p>Supports programs in the daily use of data systems using preferred good practices.</p></li><li><p>Ensures confidentiality of all data is maintained including collection and secure storage.</p></li><li><p>Resolves data-related problems and recommends maintenance or modifications in collaboration with program staff.</p></li><li><p>Works closely with programs to develop, maintain, and manage program data from creation to collection ·to reporting.</p></li><li><p>Prepares data sets with code books for analyses and for manuscripts for publications.</p></li><li><p>Develops and maintains all data documentation such as variables (meaning and changes over time), variable naming conventions, and data set naming conventions.</p></li><li><p>Assists in creation and maintenance of data collection tools ensuring ability for integration into data management system.</p></li><li><p>Prepares and conducts training for field staff to ensure data collection, storage, sharing and normative standards are in place and maintained.</p></li><li><p>Works with available software packages to create data presentations (mapping, data sets, integrated presentations, etc.) for the programs. Leads or assists in creating, building, maintaining, and testing electronic data collection tools. Works to automate data reporting from the field and the incorporation of new data into existing systems.</p></li><li><p>Performs other related duties as required.</p></li></ul><p>MINIMUM QUALIFICATIONS:</p><ul><li>A bachelor's degree in computer science or related field and three years of related data management experience, OR an equivalent combination of education, training, and experience.</li><li>A master's degree in public health or other relevant field is preferred.</li></ul><p>PREFERRED QUALIFICATIONS:</p><ul><li><p>Masters level degree in public health or another relevant field would be advantageous.</p></li><li><p>Proven experience as data manager.</p></li><li><p>Excellent understanding of data administration and management functions (collection, distribution, etc.).</p></li><li><p>Familiarity with relational databases and information system technologies.</p></li><li><p>Proficient with MS Office (Excel, Access, Word, etc.). An analytical mindset with problem-solving skills.</p></li><li><p>Excellent communication and collaboration skills.</p></li><li><p>Three or more years of experience with statistical analysis software such as Stata, R, and/or ArcGIS Pro.</p></li><li><p>One or more year of experience with Git for repository management and/or T-SQL and Microsoft Azure platform for relational database administration in Azure.</p></li></ul><p>Applicants must be currently authorized to work in the United States for any employer.</p><p>NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs.
