Planned Systems International is currently seeking a Program Manager to support ongoing work for our DHS FEMA customer.

Essential Functions and Job Responsibilities:
  • Lead a complex development program and work closely with various customer stakeholders to include FEMA leadership.

  • Support project team leads and company partner staff.

  • Adheres to, promotes and maintain development standards and best practices, participates in regular code reviews.

  • Assists development/test teams in activities with acceptance testing, load testing, troubleshooting, and performance tuning as required.

  • Communicate committed stories for the upcoming sprint to backlog owners and stakeholders.

Minimum Requirements:

  • Bachelor's degree in Computer Science, Engineering, or closely related field.

  • Certified Scrum Master (CSM) or similar agile development certification.

  • A Minimum of 10 years' experience supporting complex software development, system engineering, or data integration tasks for the Federal Government.

  • Strong customer relationship management skills. Demonstrated experience managing complex high visibility federal programs is preferred.

  • Direct experience supporting FEMA system modernization, financial systems support, or grants management programs.

  • Agile/DevSecOps experience implementing the Digital Service Playbook for large Federal Government programs.

  • A deep understanding and experience with designing and implementing highly scalable web applications.

  • Familiar with agile Incremental Delivery. CI/CD, Microservices, and TDD methodologies.

  • Familiar with J2EE/Java Frameworks and overall Java development techniques.

  • Experience managing large development teams and building high performance teams.

  • Experience with the FEMA NFIP program is highly desired.

  • U.S. Citizenship is required. Candidates selected must be able to successfully pass a client background investigation.

Learn more about this agency Responsibilities The Program Manager is a recognized subject matter expert in a program and project management and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Performs program and project management responsibilities, including development of Corporate Work Plan (CWP) support tools such as Needs Assessment Program templates and methodologies; and facilities development of program management plans through various processes, tools and formats. Applies experience and expert knowledge of program/project management to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Develops and manages strategic and core program performance plans and goals for Implementation Programs, including establishment of performance plans and standards for measuring performance; tracks performance goals and interfaces with program managers to ensure effective and timely reporting, coordination and accomplishment of goals. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Manages all financial and budgetary aspects, including collection and validation of requirements, review of justification documentation, facilitating the transition of funding from Facilities and Equipment (F&E) to Operations; and budget execution, including issuing F&E Project Authorizations, developing authorization documents for Operations Appropriation funding, and issuing procurement requests for headquarters programs. Compiles financial and schedule data; manages annual spend plans and Activity 5 Travel Funds; provides financial recommendations to management regarding effective management of resources. Serves as Contracting Officers Technical Representative (COTR) for contracts and inter-agency agreements; including formulation of task orders, invoice review, addressing Government Technical Interpreter (GTI) issues, providing financial oversight of task orders, evaluating and reviewing contract performance, facilitating inter-agency agreements and assuring compliance with contract law, terms and conditions. Coordinates Program data and trends across Service Areas to facilitate efficiency and resource sharing in project planning across the FAA. Prepares and leads meetings with representative participants from Program Requirements Groups and Engineering Services from the 3 Service Areas regarding this Program data Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares documentation, reports and briefings to include analysis of findings and provides recommendations to improve effectiveness and efficiency of organizational performance. SPECIALIZED EXPERIENCE is defined as experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, SPECIALIZED EXPERIENCE must have been at least equivalent to the FG/GS-13 grade or FV-I pay band level for the FV-J pay band level in the normal line of progression for the occupation in the organization.
