Program Manager


The Program Manager shall act as overall manager and administrator for contract efforts. The Program Manager shall be the primary interface and point of contact with government program authorities and representatives on all contract issues. The Program Manager supervises all employees on the contract, and establishes management procedures and controls, planning and directing project execution, and monitoring and progress.

Specific responsibilities include:

  • Oversee operations, maintenance, and development of systems to mission success is achieved to the satisfaction of the customers (USMC, other military units, squadron commanders, and stakeholders of the Inter-Deployment Training Cycle.)

  • Develops positive customer relationships to achieve technical and financial contract objectives.

  • Maintains close contact with the Contracting Officer and customer stakeholders at each site.

  • Responsible for PAE operating budget.

  • Reviews and approves project costs and expenditures and identifies, studies, and implements cost saving initiatives where applicable.

  • The program manager supervises operations by developing management procedures and controls.

  • Provides guidance and direction to the PAE management staff dispersed across multiple locations

  • Ensures adherence to established standards of individual performance and discipline.

  • Approves personnel actions such as promotions, transfers, and appropriate disciplinary action recommended by Site Managers.

  • Devotes personal attention to the morale and welfare of all employees; and provides a safe and healthful work environment.


  • 10 years program management and supervisory experience within the last fifteen years in the performance and execution of contracts; may substitute a portion of this with military experience.

  • Experience with USMC and/or joint warfare training environments

  • Experience with Live, Virtual, and Constructive (LVC) training

  • Possess strong communications, interpersonal, leadership and managerial skills.

  • Demonstrably strong financial management skills.

  • Familiarity with Government contracting

  • Project Management Professional (PMP) certification preferred

  • Experience with DOD/USMC policies and procedures

  • Experience complying with ISO standards

  • Must be able to forecast future budget requirements and concurrently manage execution of the project's budget to achieve established performance objectives.

  • Must deal with the customer and company employees in a courteous, professional, and effective manner.

  • Must be a US citizen and completed high school or equivalent.

  • Must read, write, speak, and understand English.

  • Must have a basic knowledge of computersable to input and extract data.

  • Must be able to achieve and maintain a DoD Secret Clearance


  • Bachelor's degree in associated discipline; masters preferred.

The qualified applicant will become part of Northrop Grumman's Health Solutions division and focus on Healthcare IT solutions for the Centers for Disease Control and Prevention the applicant will manage a major healthcare application system of systems. Roles and Responsibilities * Work and communicate with senior Government personnel to ensure smooth and effective technical solutions to include maintenance of current systems, enhancements, and major modernization efforts * Monitor both system delivery and production operations to achieve functional changes, technical upgrades, and system processing * Provide effective oversight and management to subcontractor organizations/staff in addition to NG staff * Build, execute, and manage the Project Management Plan (PMP) to include integration, scope, risks, quality, communication, subcontractor, and Human Resources management * Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives * Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients * Ensure all code and project deliverables adhere to quality standards and satisfy customer requirements * Be responsible for day-to-day management and escalation of project risks and issues * Provide managerial assistance in the areas of: goal setting, prioritizing, employee performance assessments & corrective actions, training development/conduct and coordination and execution of meeting * Provide Program technical oversight, including related risk management * Implement and manage project changes and interventions to achieve project outputs * Oversee Functional Requirement and Change Request Processes and make recommendations for improvement * Manage the project's costs, budget and schedule * Ensure compliance with security program and policies Basic Qualifications: To be considered for this position, the candidate must minimally meet the knowledge, skills, and abilities listed below: * A Bachelor's Degree in Business Management, Information Systems, Information Technology or related discipline from an accredited institution is required with 10 or more years of relevant project management experience; or a Masters Degree from an accredited institution with 5 years of related experience * IT management experience with contracts >$10M/annually or with staff sizes (including subcontractors) of >50 personnel * Demonstrated proficiency in oral and written communication for presentations at all levels * A proven ability to work well under pressure in a dynamic, fast-paced environment, balancing multiple tasks, changing requirements and priorities, and short deadlines * PMP Certification * US Citizenship or Green Card required Preferred Qualifications: * Experience with Healthcare Quality information * Experience with leading IT projects for programs at CDC or CMS * Experience with health data integration systems * Experience with modern web technologies * Experience with Agile Development * Knowledge of Healthcare Policy Northrop Grumman Corporation is a leading global security company providing innovative systems, products, and solutions in unmanned systems, cybersecurity, C4ISR, and logistics and modernization to government and commercial customers worldwide.
