BASIC PURPOSE:

Serves as technical Operational Technology (OT) SCADA network manager by developing, configuring, implementing and supporting the systems used by the SCADA team.

SUPERVISION RECEIVED:

Works under the general supervision of the Senior Program Manager, SCADA East Engineering.

SUPERVISION EXERCISED:

Supervises SCADA Monitoring & Control Engineers, Project Managers, and Project Engineers.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serves a liaison to contracted vendors for assigned OT network products and reviews maintenance contracts.

  • Maintains current knowledge of OT cybersecurity frameworks as outlined by ISA, CIS, and NIST.

  • Proactively manages OT network devices such as routers, switches, and firewalls. Reviews security policies and procedures, analyzes system logs for threats and makes recommendations to mitigate emerging security risks.

  • Collaborates with Director, Security and staff on IT and SCADA security issues.

  • Develops and implements process and procedures, for system integration and migration. Tests and deploys system OS updates and updates and patches to maintain OT network hardware security.

  • Advises Senior Program Manager, SCADA East Engineering and Senior Program Manager, SCADA West on evaluating and recommending technical solutions and software.

  • Documents operating procedures to conform to MWRA standards and SCADA standards. Contributes to the development and updating of the SCADA standard as technologies change.

  • Plans and leads implementation of solutions for OT/SCADA networking including LAN, WAN, and radio communication.

  • Schedules upgrades and implements solutions to maximize OT network performance to ensure operational coverage.

  • Creates and maintains detailed drawings of the logical network to include hardware and cabling.

  • Setup and configures complex switching and routing environment for the SCADA department OT Network.

  • Troubleshoots malfunctions of operating systems, network hardware and software, and outages as well as network problems.

  • Recommends appropriate tools required to measure OT network performance and capacity. Conducts Network monitoring and testing

  • Provides visual interface of network connection status and alerts for halted communication paths.

  • Supports and maintains backup solution for assigned systems and optimizes the available resources through management of backup jobs, bandwidth and hardware devices.

OTHER RESPONSIBILITIES:

  • Performs related duties as required.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • A Bachelor's degree in computer science, electrical engineering or related field; and

  • At least seven (7) years of experience implementing and maintaining a large-scale enterprise network environment is required; OT /SCADA network experience preferred, or

  • Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

  • Technical knowledge of and demonstrated experience with a large network (LANS, WANS and VLAN), network devices Network Operating System ( Microsoft Windows server and Linux), routing protocols (including BGP, EIGRP and OSPF); DNS; DHCP HP Hardware products/technologies (such as RAID, SANS, NAS, and fiber channel devices).

  • Proficiency in Virus Protection products and management solutions (McAfee or similar products); Patch management solutions (Ivanti ISec or similar product); Network Management products); and Enterprise Backup Solutions and Storage system administration and vSphere ESX/ESXi.

  • Experience with Ethernet/IP, CIP, Modbus, OPC and Cisco IOS is preferred.

  • Experience with microwave and other radio technologies preferred

  • Ability to diagnose effectively and interpret problems on a variety network devices.

  • Excellent technical project management, interpersonal, written and oral communication skills.

SPECIAL REQUIREMENTS:

A valid Massachusetts Class D Operator's License.

Preferred certifications: GIAC (GICSP, GCIA, GCIP); Network (CCNA, CCNP, CCIE), MCSE certification and CISCO product certifications.

Participates in on-call rotation and emergency response tasks.

TOOLS AND EQUIPMENT USED:

Mini-computer consoles, tape and disk storage systems, various network and peripheral devices and office equipment as normally associated with the use of telephone, personal computers including word processing and other software, copy and fax machines.

WORK ENVIRONMENT:

The work characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

While performing the duties of this job, the employee works in a computer center, network closets and occasionally works in various field settings. The employee regularly works near moving mechanical parts, and is occasionally exposed to risk of vibration and electromagnetic radiation. The employee is occasionally exposed to risk of electrical shock. The noise level in the work environment is a moderately loud office setting.
