Salary: The base salary range for this position is dependent upon experience and location, ranging from $123k to $145k.

Job Summary:

The AVANGRID RENEWABLES Sr. Program Manager NERC reports directly to the Manager

  • Offshore Operations Electrical Engineering and manages technical aspects of AVANGRID Renewables' Offshore NERC Compliance Programs.

The position focuses on NERC FAC, PRC, MOD, TPL, VAR, and CIP standards, and the Sr. Program Manager NERC will be the Subject Matter Expert (SME) coordinating with Avangrid's Renewables' Offshore Compliance Team as well as other technical subject matter experts to provide all technical support necessary to achieve compliance of operating facilities.

Responsibilities include but are not limited to the following:

Regulatory Compliance

  • Perform program oversight and technical engineering analysis for NERC Compliance Standards (e.g., applicable NERC FAC, PRC, MOD, TPL, VAR, and CIP standards.).

  • Develop and maintain technical Compliance methodologies, documentation, and evidence.

  • Develop a Compliance Framework Agreement with technical Scopes of Work for contracted compliance support.

  • Collecting data and reports for compliance monitoring and assessment

  • Research and review Standards updates, implementation schedules, tariffs, business practice manuals, and Regional Entity operating guides. Provide findings and training to the technical services and compliance team.

  • Perform regular assessment of Compliance standards to streamline and improve processes, documentation, and adherence with Standards. Prepare non-compliance self-reports for identified deficiencies.

  • Work with Avangrid Renewables' National Control Center to perform required project performance testing to demonstrate compliance with applicable standards

  • Develop an expert-level understanding of ISO NE and NPCC requirements, guidelines, and ruling opinions.

  • Represents Avangrid Renewables in the development of new Industry and Regulatory Standards (e.g., NERC, IEEE, NEC, NESC, NETA, OSHA, etc.).

Site work

  • Perform as-needed site visits to perform data gathering or oversee program deployment.

  • Travel will be required approximately 10% of the time; on-call support may be required.

Required Qualifications

  • B.S. in Electrical Engineering, or equivalent technical field.

  • Minimum of 3 years of experience working with NERC compliance and/or Regional Entity (e.g., CAISO, ERCOT, PJM, ISO NE, etc.) regulatory policies and procedures.

  • Working knowledge of NERC Reliability Standards and applicable Industry Standards (IEEE, NEC, NESC, NETA, OSHA, etc.).

  • Functional understanding of elementary diagrams, relay settings, and protective coordination.

  • Experienced with protection systems and load flow software such as ETAP, Easy Power, and ASPEN

  • Eligible to work in the US

  • Flexible to travel around the US and overseas

  • Ability to work in high and medium voltage substation and collector system facilities including offshore assets.

  • Ability to climb a 100+m wind turbine. Work may involve inclement weather, electrical hazards, climbing turbines and ladders, and occasionally lifting up to 50 pounds.

  • Ability to complete GWO basic safety and sea survival training.

  • Ability to complete HUET training

  • Ability to operate a motor vehicle and travel by air. A current driver's license is required.

Preferred Qualifications

  • Previous experience performing or representing during Compliance Audits.

  • Engineering in Training (EIT) or Professional Engineering (PE) license.

  • Experience in the wind and/or solar generation field.

  • Experience with dynamic modelling software such as PSSE, PSLF and TSAT and electromagnetic transient software such as PSCAD.
